NATURE OF WORK

A Job Service Specialist Supervisor I is the first supervisory level of work in the field of workforce development.  Employees in this classification are responsible for directing the operations of one or more workforce development units.  Employees in this classification supervise lower-level Job Service Specialists and may supervise Job Service Associates and other clerical staff.

Employees in this classification receive general supervision from a designated supervisor.  The work may require travel to various employer work sites in order to promote use of public workforce development.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Job Service Specialist Supervisor I is differentiated from the Job Service Specialist IV in that the Job Service Specialist Supervisor I directs the operations of one or more workforce development units and has supervisory responsibility for lower-level Job Service Specialists while the Job Service Specialist IV assigns, reviews and approves the work of and trains lower-level Job Service Specialists, and is responsible for overseeing the daily operations of a workforce development unit or specialized program.  The Job Service Specialist Supervisor I is differentiated from the Job Service Specialist Supervisor II in that the Job Service Specialist Supervisor II directs a major workforce development phase in a large local office or a special workforce development program in a designated geographical area and has supervisory responsibility for lower-level Job Service Supervisors and subordinate staff.

EXAMPLES OF WORK

Supervises Job Service Specialists and may supervise Job Service Associates and other clerical staff;

Directs the operations of one or more workforce development units that conduct interviews with persons seeking employment and provides assistance to employers needing qualified personnel to fill vacancies;

Ensures that the operations of the workforce development unit or units comply with the policies, directives, and objectives of the Department of Labor;

Evaluates operational problems, processes and procedures and develops and recommends solutions or alternative plans of action to correct problems and increase efficiency of operations;

Conducts meetings with subordinate staff to discuss operational problems and clarify operating procedures and policy issues;

Advises employers of specific labor market conditions, current recruitment methods and selection techniques;

Promotes the continuing use of the public workforce development or special programs for the disadvantaged by employers;

Explains Department of Labor policies and procedures to employers, applicants, and the general public;

Resolves complaints and misunderstandings between applicants, employers, and the general public;

Assists in developing changes in procedures concerning workforce development;

Develops and maintains working relationships with employers, in an effort to solicit interviews for specific applicants, provide special recruitment services, keep abreast of current and potential employer needs and promote a greater mutual understanding of programs and services;

May assist employees in providing services involving special workforce development projects or special programs for the disadvantaged;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the workforce development programs in the Department of Labor;

Knowledge of local workforce development policies, procedures and techniques;

Knowledge of State and federal regulations and policies applicable to the operations of workforce development and special programs for the disadvantaged;

Knowledge of supervisory principles and techniques;

Knowledge of a wide variety of occupations and their required qualifications or those of an industrial-occupational category;

Knowledge of current local and State-wide employment practices, trends and opportunities;

Knowledge of community resources including training and employment facilities;

Knowledge of the Unemployment Insurance Law of Maryland;

Ability to supervise lower-level Job Service Specialists;

Ability to direct the operations of workforce development unit or units;

Ability to work with employers in developing jobs;

Ability to communicate effectively with agency staff and the general public;

Ability to establish and maintain effective working relationships with the general public, applicants, employers, and representatives of other agencies.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience in the field of occupational placement and job development involving conducting interviews with persons seeking employment and for providing assistance to employers needing qualified personnel to fill vacancies.

Notes:

1. Candidates may substitute additional experience involving taking job orders from employers or job development, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability on a year-to year basis for the required education.

2. Candidates may substitute education at an accredited college or university at the rate of thirty credit hours for a year of experience for up to two years of the required experience.

3. Candidates may substitute active duty military recruiting experience or career counseling experience on a year-by-year basis for the required education or experience.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
