NATURE OF WORK

A Building Services Supervisor is the supervisory level of work directing the full range of housekeeping and custodial activities at the largest State facilities. Employees in this classification are responsible for inspecting buildings to ensure cleanliness and proper maintenance. Employees in this classification supervise lower-level Building Services Workers, lower-level Housekeeping Supervisors and maintenance workers.

Employees in this classification receive general supervision from a Maintenance Supervisor. Employees in this classification may be required to work on Saturdays, Sundays or holidays based on staffing needs.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

The Building Services Supervisor is differentiated from the Building Services Worker in that the Building Services Supervisor has supervisory responsibility for Building Services Workers while the Building Services Worker performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Plans, directs and coordinates custodial, housekeeping and building service activities at the largest state institutions;

Assigns, reviews, approves and evaluates the work of lower-level Building Services Workers, lower-level Housekeeping Supervisors and maintenance workers;

Trains lower-level Building Services Workers, lower-level Housekeeping Supervisors and maintenance workers;

Reviews and evaluates the custodial, housekeeping and building supply programs, and advises management on standards and procedures used in the development of plans and policies;

Recommends and implements changes in maintenance of inventory records, methods of cleaning, and/or purchase of various materials and equipment;

Develops and implements procedures for supply and service to best serve the needs of the facility and tenants; Inspects all buildings at the facility and public areas regularly to insure that orderliness and cleanliness standards are maintained;

Plans, supervises and participates in the in-service training program for Building Services Workers and staff;

Maintains inventory records on furniture, cleaning equipment, art and other materials;

Requisitions materials and equipment;

Confers with State officials and agency heads on matters of importance affecting the areas of responsibility;

Maintains records for the efficient operation of all building services;

Prepares required reports for review by management;

Performs other duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the materials, methods and practices used in large-scale housekeeping and building operations;

Knowledge of the operation, use and care of equipment used in cleaning and maintaining building services;

Knowledge of the methods, materials, equipment and practices used in the operation of the largest public building complexes with an extensive variety of services;

Knowledge of requisitioning and maintenance of inventory records, including the inventory and care of invaluable State paintings and art objects;

Ability to plan and assign building operations work and coordinate the activities of supervisory employees engaged in a wide variety of building services and housekeeping functions;

Ability to evaluate the effectiveness of programs and make sound recommendations on policy and procedural changes;

Ability to maintain comprehensive records and prepare reports;

Ability to establish and maintain effective working relationships with other State employees, building services contractors, legislators, judges, agency heads and officials in the Executive offices, and the press;

Ability to communicate effectively.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Eight years of experience in a large scale housekeeping operation at a school, hospital or other institution; four years of which must have been in a supervisory capacity.

Notes:

1. Candidates may substitute additional supervisory level experience on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Equipment, Facilities, and Services classifications or Equipment, Facilities, and Services specialty codes in the Equipment, Facilities, and Services Group field of work on a year-for-year basis for the required experience and education, four years of which must have been in a supervisory capacity.

SPECIAL REQUIREMENTS

Employees in this classification may be required to work on Saturdays, Sundays, or holidays. Employees required to work on those days will receive compensatory time off.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.  

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
