NATURE OF WORK

A Forestry Manager III is one of four managerial levels of work in the field of forestry management and protection.  Employees in this classification perform professional forestry work involving regional management or statewide responsibility for a highly specialized statewide project.  Employees in this classification that function as Regional Managers have responsibility for forest service operations and activities within a region of the State.  Employees in this classification that function as Statewide Project Managers manage highly technical and specialized phases of forestry activity.

Employees in this classification receive general supervision from a higher-level Forestry Manager, Program Manager or the State Forester.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

As Regional Manager:

Directs and controls all forest service activity in a region to include management and reforestation of public and private lands, forest protection, flood control, watershed development, and wildlife management, tree care and maintenance, and supervision of Forestry Conservancy District Boards;

Manages overall personnel management, budget preparation and administration, negotiations with landowners and officials and representation of the forest service within that region;

Directs regional advisory projects to improve watershed values through the regulation of timber forage and waters;

Addresses audiences on conservation practices and problems, fire prevention, recreation and resource management;

Cooperates and performs legal negotiations with landowners, representatives of industry, and governmental officials to secure their alliance and participation in promoting the interests of forestry programs and the successful achievement of related objectives and goals;

Oversees personnel selection and evaluation activities;

Represents the Maryland Forest Service at public and private hearings or meetings to protect service goals and objectives;

Directs public relations activities to promote conservation and Forest, Park & Wildlife Service activities;

May travel between different forest regions;

Performs other related duties.

As Statewide Project Manager:

Manages a highly technical and specialized phase of forestry activity, such as watershed management or tree nursery management;

Provides expert resource service and contract negotiations with State and local officials;

Directs regional advisory projects to improve watershed values through the regulation of timber forage and waters;

Addresses audiences on conservation practices and problems, fire prevention, recreation and resource management;

Cooperates and performs legal negotiations with landowners, representatives of industry, and governmental officials to secure their alliance and participation in promoting the interests of forestry programs and the successful achievement of related objectives and goals;

Oversees personnel selection and evaluation activities;

Represents the Maryland Forest Service at public and private hearings or meetings to protect service goals and objectives;

Directs public relations activities to promote conservation and Forest, Park & Wildlife Service activities;

May travel between different forest regions;

Performs other related duties.  

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of forestry management and conservation techniques;

Knowledge of the sciences of botany, silvics, forest measurements, dendrology, forest entomology and pathology, arboriculture, ecology, soils, timber estimating and grading and forest finance;

Knowledge of forest wildlife habitat management, forest hydrology and forest recreation;

Knowledge of the practice of silviculture and methods of forest protection;

Knowledge of personnel management principles and practices;

Knowledge of State Personnel rules and policies;

Knowledge of State budgeting procedures and practices;

Skill in training and supervising professional forest personnel;

Ability to plan, budget and direct the activities of the regional area;

Ability to address large audiences;

Ability to establish and maintain effective working relationships with coworkers, program staff, property owners, public officials, representatives of industry and the general public;

Ability to communicate effectively.

MINIMUM QUALIFICATIONS

Education:   A Bachelor of Science degree in forestry from a school of forestry accredited by the Society of American Foresters.

Experience: Five years of professional forestry experience involving forest or park management, wildlife biology, forest recreation planning, forest engineering, urban and community forestry, timber harvest and marketing, forest planning or forest protection. Three years of this experience must include supervision of employees engaged in related forestry activities.

Notes:

1. Candidates may substitute the possession of a Master of Science degree approved by the State Board of Foresters for one year of the required non-supervisory experience.

2. The education requirement is pursuant to the Business Occupations and Professions Article, Sections 7-206 and 7-304 of the Annotated Code of Maryland.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the forestry field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Pursuant to the Business Occupations and Professions Article, Section 7-304 of the Annotated Code of Maryland, employees with two or more years of experience as described shall qualify for a license issued by the State Board of Foresters. Persons appointed to this classification must obtain this license before the end of their probationary period or during the first year of employment for promotional employees.

2. Employees appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates appointed to positions in this classification will be subject to assignment in any State forest or in any county of the State. Upon permanent appointment, the employee will be required to reside in the county or region to which they are assigned.

2. Employees in this classification are subject to call-in and, therefore, are required to provide the employing agency with a telephone number where they can be reached.

3. Employees in this classification will be required to obtain specific levels of fire suppression training as mandated by agency policies.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by executive order),  or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
