NATURE OF WORK

A Building Construction Inspector III is the lead and advanced level of building construction inspection work in the State of Maryland involving sub-professional skilled technical work in the engineering field.  Employees in this classification oversee and participate in the inspection of construction and survey projects of major scope and complexity primarily involv­ing buildings.  Employees in this classification interpret construction requirements through analysis of plans and specifications, and observe construction methods and procedures to determine conformance with established practices and procedures.  Employees in this classification assign, review and approve the work of and train lower-level field Engineers, Inspectors and other technical personnel performing survey and construction work       

Employees in this classification receive general supervision from a professional architect/engineer, Building Construction Inspection Manager, or other designated official through conferences and a review of reports.  Em­ployees in this classification are expected to carry out difficult assignments in an independent manner, referring only unusual or controversial matters to the supervisor              

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.   

The Building Construction Inspector I and the Building Constructor Inspector II are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees.  The Building Construction Inspector I and the Building Construction Inspector II both perform duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The Building Construction Inspector III is differentiated from the Building Construction Inspector II in that the Building Construction Inspector III assigns, reviews and approves the work of and trains lower-level Building Construction Inspectors.    

EXAMPLES OF WORK

Inspects major construction projects of public buildings at State institutions for compliance with plans and specifications;

Plans and oversees the work of subordinates who inspect specific parts of a project;

Trains and instructs subordinates in the techniques of making field inspections;

Reviews plans for construction projects prepared by subordinate personnel;

Interprets specifications and approves minor changes that become necessary due to normal construction progress;

Prepares and submits regular progress reports and costs estimates to keep supervisory personnel informed;

Compares contractor's payment requests with progress reports;

Enforces State, Federal and local laws and regulations concerning construction procedures, safety practices and working conditions;

Conducts site inspections of existing facilities and prepares evaluation reports on existing conditions;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of mathematics, including trigonometry and its application to engineering and construction computations such as computing area and volume;

Knowledge of structural electrical and mechanical systems; 

Knowledge as an expert of architectural and civil engineering practices applied in the construction of buildings;     

Knowledge of State building codes, and of building materials; 

Ability to interpret complex construction plans, blueprints, maps and specifications;     

Ability to make engineering drawings and tracings;     

Ability to plan and schedule the work of subordinate field personnel;     

Ability to assume inspectional responsibility;     

Ability to enforce compliance with plans and specifications;     

Ability to prepare engineering reports;     

Ability to work effectively and harmoniously with contractors, construction workers and co-workers;     

Ability to manage time efficient­ly;     

Ability to express ideas.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of building construction experience, three years of which must have been at the level of supervisor or building codes inspector on building construction projects.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Civil Engineer Corps classifications or Technical Engineer or Civil Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.  

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is assigned to Bargaining Unit C, Regulatory, Inspection and Licensure classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.     

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions    Article, Section 8-305.    

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
