NATURE OF WORK

An Aviation Maintenance Technician, Helicopter is the full-performance level of technical work engaged in the maintenance of turbine powered aircraft according to Federal Aviation Administration (FAA) regulations and manufacturers’ specifications.  Employees in this classification are normally required to maintain proper agency or unit forms and records pertaining to the aircraft. Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from an Aviation Technician Inspector Supervisor or other designated higher-level administrator. Employees are assigned shift work including holidays and weekends and are subject to 24-hour on call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Employees may perform the work outdoors under a variety of weather conditions.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

The Aviation Maintenance Technician, Helicopter is differentiated from the Aviation Technician Inspector Supervisor in that the Aviation Maintenance Technician, Helicopter performs the full range of duties and responsibilities under general supervision while the Aviation Technician Inspector Supervisor has supervisory responsibility for lower-level Aviation Maintenance Technicians, Helicopter.

EXAMPLES OF WORK

Performs daily inspections and preventive maintenance on turbine powered aircraft;

Performs routine, periodic and major inspections at designated intervals;

Replaces major and minor components;

Removes and installs engines;

Rigs flight controls;

Performs emergency repairs in the field;

Participates in a progressive maintenance schedule;

Prepares proper agency or unit forms and records pertaining to the aircraft;

May be responsible for general care and cleaning of aircraft and aviation equipment;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the diagnosis of problems and repair of components associated with turbine powered aircraft;

Knowledge of the policies and procedures related to the repair of aircraft including FAA rules and regulations;

Skill in preparing proper agency or unit forms and records pertaining to the aircraft as required by the Aviation Technician Inspector Supervisor;

Ability to understand and follow instructions;

Ability to maintain a harmonious working relationship with other employees;

Ability to communicate effectively.

MINIMUM QUALIFICATIONS

Education:   Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Two years of experience in the maintenance of turbine powered aircraft.

Notes: 

1. Graduation from a Federal Aviation Administration’s Part 147 Aviation Maintenance Technician School may be substituted for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Aviation Machinist Mate classification or Aviation, Aerospace Maintenance, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a valid FAA Airframe and Power Plant Mechanic license. The license number and date of issue must be listed on the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants for positions with the Maryland State Police will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the applicant.

2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.

3. Employees in this classification may be required to provide the facility with a telephone number at which they can be reached.

4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.  

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
