NATURE OF WORK

A Human Service Administrator III is highly responsible administrative work directing and coordinating a major human service program or assisting in the direction and coordination of a more complex program or group of programs.  Employees in this classification exercises considerable independent judgment in the interpretation and application of laws, procedures and regulations in connection with various phases of the administrative process and the work requires the employees to assist in the formulation of departmental policies.  Employees in this classification devise and install work procedures and administrative controls, assist and guide the staff in overall planning of the activities of the program and reviews the operating efficiency of the program.  Employees in the classification are required to have wide and varied public contacts, frequently at high levels.  Employees in this classification exercise general direction over all of the technical, professional and clerical employees assigned to the program.

Employees in this classification receives administrative direction from the director of the department and/or from a designated higher level-administrator.  Work effectiveness is evaluated through conferences and reports in terms of the achievement of program goals.

The Human Service Administrator II-IV classifications are differentiated from the Human Service Administrator I in that the Human Service Administrator II-IV function as program managers with responsible for programs of greater scope and responsibility while the Human Service Administrator I directs and coordinates a human service program of limited scope or assists in the direction and coordination of a more complex human service program.

EXAMPLES OF WORK

Directs or assists in the direction of the activities of an assigned human service program;

Plans, organizes and supervises the work of assigned subordinate personnel;

Reviews and assists in the development of departmental policies and programs;

Makes recommendations to the director of the department concerning new or revised legislation affecting the department;

Promotes the work of the department through frequent contact with interested groups and individuals;

Represents the department in a liaison capacity with officials of other agencies concerning administrative activities;

Develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program;

Supervises the preparation of the budget for the assigned program;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, at the expert level of proficiency, of the principles, practices and procedures of business and public administration;

Knowledge of modern office management methods;

Knowledge of the principles and practices of governmental accounting and budgeting and public personnel administration;

Knowledge of organizational structures, staffing patterns and administrative controls;

Knowledge of elementary concepts of computer applications theories and methods;

Ability to plan, organize and direct the work of others;

Ability to develop and install administrative procedures and to evaluate their efficiency and effectiveness;

Ability to present recommendations clearly and concisely;

Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures;

Ability to establish and maintain harmonious working relationships with other administrative officials and the general public;

Ability to exercise initiative, imagination and sound judgment in making decisions conforming with laws, rules, regulations and policies.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years must have involved        supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours   on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special    appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
