A Hydrographic Engineering Associate IV is the supervisory level of sub-professional, technical work in the field of engineering, hydrography, surveying and marine construction.  Employees in this classification function as a supervisors and specialists in marine surveying and charting utilizing sophisticated survey instrumentation for the determination of geographic positions and the construction and compilation of charts delineating hydrographic and other data pertaining to the natural resources of State waters.  Employees in this classification perform work that involves carrying out the more complex technical assignments both in the field and in the office and serving as chiefs of parties for field geodetic observations and hydrographic surveys as well as providing cartographic expertise in chart construction.  Employees in this classification supervise lower-level Hydrographic Engineering Associates.

Employees in this classification receive general supervision from a Hydrographer or Engineer but have independent responsibility for the completion of work assignments with review only for accuracy and adherence to specifications for the project.  Employees supply immediate instruction and supervision to lower-level Hydrographic Engineering Associates by outlining the work to be accomplished and the method of performance in accordance with directives established by a senior Hydrographer or Engineer and in accordance with departmental policies.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Hydrographic Engineering Associate IV is differentiated from the Hydrographic Engineering Associate III in that the Hydrographic Engineering Associate IV has supervisory responsibility for lower-level Hydrographic Engineering Associates while the Hydrographic Engineering Associate III acts as highly experienced surveyors of marine work involving the use of nautical surveying instruments and may also act as experienced marine construction experts, familiar with all phases of a project.

Acts as chief of assigned field survey parties performing surveys of submerged bottoms, shorelines and coastal areas of the Chesapeake Bay and other Maryland waters;

Plans a complete survey activity including conducting reconnaissance of the survey area to determine the strength of figure for the orderly progress of the survey, establishing geodetic control stations, and erecting survey signals;

Plans and schedules surveys for dredging operations and shore erosion control projects;

Insures proper use and accuracy of results attainable with the following land survey instruments; level, transit, theodolities, and electronic distance measuring equipment (geodometer, micro-wave and laser beam);

Computes distances, azimuths, elevations, geographic and plane coordinates from data obtained from field surveys;

Acquires and maintains statistical information as required by the engineer and provides monthly reports and project reports of marine activities;

Prepares other technical reports as required;

Prepares and reviews preliminary and final plans and specifications for dredging and shore erosion control projects;

Undertakes intermediate design and analysis of shore erosion control and marine-oriented structures;

Coordinates all phases of construction administration;

Organizes work, plans, schedules, supervises and instructs lower-level Hydrographic Engineering Associates;

Performs other related duties.

Knowledge of the principles and methods used in hydrographic surveying and mapping;

Knowledge of hydrographic surveying principles and techniques, and geodetic controls;

Ability to organize and supervise hydrographic survey parties;

Ability to conduct coastal and hydrographic surveys;

Ability to interpret engineering plans and specifications;

Ability to make hydrographic and geodetic computation;

Ability to engage in continuous active field work requiring physical stamina;

Ability to issue concise instructions to survey parties on marine assignments;

Ability to work harmoniously with others;

Ability to prepare routine reports regarding completed projects;

Ability to supervise employees.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate including at least four courses in mathematics and/or science.

Experience: Two years of experience performing advanced level Hydrographic Engineering Associate work or three years of experience performing full performance level/advance level Hydrographic Engineering Associate work in the Maryland Department of Natural Resources.

Experience: Nine years of experience involving any combination of hydrography, engineering, surveying, or construction inspection work including three years of experience in hydrographic engineering associated activities.

Notes:

1. Candidates may substitute credit hours in the field of engineering, geology, physics, oceanography, or mathematics (excluding basic required courses) from an accredited college or university at the rate of 15 credit hours for one year, for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Civil Engineering classifications or Civil Engineering or Quarrying Specialist specialty codes in the hydrographic engineering field of work on a year-for-year basis for the required experience.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
