NATURE OF WORK

The Maryland Board of Physicians (MBP) Licensure Analyst Supervisor is the supervisory level work with the Maryland Board of Physicians in the analysis and investigation of all applications for initial licensure and reinstatement of licensure. Employees in this classification supervise lower-level MBP Licensure Analysts and MBP Licensure Analyst Associates.

Employees in this classification receive general supervision from a higher-level administrator.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification. 

The MBP Licensure Analyst Supervisor is differentiated from the MBP Licensure Analyst Lead in that the MBP Licensure Analyst Supervisor has full supervisory responsibility for lower-level MBP Licensure Analysts, while the MBP Licensure Analyst Lead assigns, reviews and approves the work of and trains lower-level MBP Licensure Analysts and MBP Licensure Analyst Associates.  

EXAMPLES OF WORK

Plans, coordinates, supervises and evaluates the work of lower-level MBP Licensure Analysts engaged in the analysis and investigation of initial licensure and reinstatement applications for allied health practitioners, physicians and/or special licensees.  

Develops improvements or modifications to operating procedures and internal controls;

Provides advice and guidance to lower-level MBP Licensure Analysts on the resolution of complex problems in reviewing and verifying applications for initial licensure and reinstatement of licensure for accuracy, completeness and compliance with State and federal regulations by applying appropriate MBP licensing regulations, policies and procedures;

Analyzes and performs background investigations of initial licensure and reinstatement applications for allied health practitioners, physicians and/or special licensees, and other professions licensed by the Maryland Board of Physicians to ensure applicants meet minimum qualifications for licensure; 

Reviews and analyzes applicants credentials including review of National Practitioner Databank reports; 

Interviews applicants to obtain required application information;

Authorizes issuance of license if applicants meet minimum qualifications and have no compliance issues;

Determines whether applicants have any compliance issues based on responses to “character and fitness questions” or other credentials used to determine eligibility of licensure; 

Analyzes, evaluates and determines how to proceed when conflicting information discovered during analysis of applications; 

Conducts investigations when medical licensing examinations, transcripts, other states licensure status, hospitals and/or postgraduate programs provide annotated comments on the applicants transcripts which are questionable, critical, or are in conflict with the information provided by the applicant and can qualify as grounds for denial/charging under the Maryland Medical Practice Act;

Obtains documents by subpoena and analyzes their contents upon receipt;

Prepares written case summaries, investigative reports, and applicant files to present to a Disciplinary Panel of the Board and an Administrative Prosecutor for the development of Notices of Intent to Deny;

Makes determinations and recommendations to the Board regarding an applicants eligibility for licensure;

Drafts Letters of Ineligibility that provide explanations to applicants of the reasons for ineligibility and relevant statutory and regulatory citations; 

Acts as liaison with Board Counsel and Administrative Prosecutor, through charging documents, in pre-charge/pre-denial/withdrawal and resolution of cases;

Responds to telephone and email inquiries from physicians, hospital staff, medical office staff and members of the public regarding issues concerning license policies;

Contributes to the development of new licensure and reinstatement applications;

Ensures the MBP website and quarterly newsletters contain current information on frequently asked questions and other issues concerning physicians and allied health practitioners;

Maintains records of applications received/issued or licensing fees collected;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information;

Knowledge of the basic uses and capabilities of computers and information technology;

Skill in reviewing licensing data to interpret, clarify or apply licensing regulations, policies, procedures or guidelines;

Ability to supervise lower-level MBP Licensure Analysts;

Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects;

Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives;

Ability to prepare and present clear and concise oral and written reports or recommendations;

Ability to prepare accurate work-flow charts, organization charts and other analytical aids;

Ability to establish and maintain effective relationships with co-workers and the general public;

MINIMUM QUALIFICATIONS

Experience: Eight years of experience as an MBP Licensure Analyst Associate or other related licensure and/or relevant investigative experience. 

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and four years of experience as an MBP Licensure Analyst Associate or other related licensure and/or relevant investigative experience for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year for up to two years of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular exercise of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland. 

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by executive order),  or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
