NATURE OF WORK

A Licensing and Registration Technician Supervisor is the supervisory level of work responsible for assisting the Licensing and Registration Center Manager in managing a Department of Natural Resources Regional Service Center.  Employees in this classification supervise lower-level Licensing and Registration Technicians.

Employees in this classification receive general supervision from a Licensing and Registration Center Manager or a higher-level administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Licensing and Registration Technician Supervisor is differentiated from the Licensing and Registration Technician Lead in that the Licensing and Registration Technician Supervisor has supervisory responsibility for lower-level Licensing and Registration Technicians while the Licensing and Registration Technician Lead assigns, reviews and approves the work of and trains lower-level Licensing and Registration Technicians.  The Licensing and Registration Technician Supervisor is differentiated from the Licensing and Registration Center Manager in that the Licensing and Registration Center Manager has managerial responsibility for responsibility for the operation and staff of a Department of Natural Resources regional service center.

EXAMPLES OF WORK

Plans, coordinates and directs the work of lower-level Licensing and Registration Technicians;

Assists the Licensing and Registration Center Manager in planning, scheduling, directing, and evaluating the activities of a licensing and registration team or center;

Assists the Licensing and Registration Center Manager in preparing and administering the annual facilities management budget;

Trains and advises licensing and registration staff on complex or unusual work assignments;

Interprets pertinent laws, rules, regulations and policies for licensing and registration staff and the general public;

Recommends and implements methods and procedures for the control and processing of transactions, maintenance of records and accounts, and preparation of reports;

Recruits private businesses to act as licensing and regulation agents for the State;

Instructs private businesses acting as licensing and regulation agents for the State in their legal and procedural responsibilities for conducting transactions such as selling hunting and fishing licenses, issuing boat numbers, temporary registrations and certificates of title, and collecting, transmitting and accounting for required fees;

Determines the value of boats for the purpose of computing a tax obligation when established valuation references are not available;

Answers questions from the general public about licensing and registration requirements and associated programs and activities, and provides related customer services;

Handles complaints from customers and licensing and regulation agents;

Oversees the collection, verification and reconciliation of revenues generated by agent and boat dealer transactions;

Oversees the verification of close-outs of agents and boat dealers inventory of licenses, permits, registrations, temporary titles and boat numbers;

Recommends to the Licensing and Registration Center Manager that actions such as license revocation, financial audit, contract cancellation or investigation for civil or criminal violations be initiated;

Creates records for inquiry by law enforcement agencies;

May approve the waiver of certain licensing and registration fees in special circumstances;

May verify and approve applications for Commercial Tidal Fish Licenses and recreational hunting and fishing licenses;

May verify and approve applications for mechanics’ liens;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the laws governing the Department of Natural Resources and departmental rules, policies and procedures associated with titling and registering vessels, issuing commercial fishing licenses and permits, and issuing recreational hunting and fishing licenses and permits;

Ability to assist in planning, scheduling, directing, and evaluating the activities of a Licensing and Registration team or center;

Ability to assist in preparing and administering the annual budget;

Ability to interpret and apply all laws and policies applicable to tilting and registering boats and to issuing hunting and fishing licenses and permits;

Ability to supervise lower-level staff;

Ability to calculate fees for licenses, permits, boat registrations and certificates of title;

Ability to use office equipment, including point-of-sale computers, personal computers, video display terminals, printers, data entry equipment and typewriters;

Ability to communicate and work effectively with co-workers, and employees of businesses acting as licensing and registration agents of the State members of the general public.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience involving titling and registering boats and issuing hunting and fishing licenses and permits.

Notes:

1  Candidates may substitute additional experience involving titling and registering boats and issuing hunting and fishing licenses and permits on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
