NATURE OF WORK

A Military Airport Firefighter Lieutenant is the supervisory level of work in airport firefighting and fire rescue work at the 175th Wing, Maryland Air National Guard, Martin State Airport.  Employees in this classification supervise lower-level Military Airport Firefighters.

Employees in this classification receive general supervision from a Military Firefighter Captain General.  Employees may be subject to call-in and are required to work rotating 24-hour shifts including weekends and holidays.  Employees are required to work outdoors in all kinds of weather, are subject to high noise levels from aircraft, may be exposed to extreme heat and fumes, and chemical, biological, radiological and nuclear materials including, but not limited to, military aircraft ammunition, explosives and hazardous waste.  On some assignments, employees wear heavy protective clothing and safety equipment and are expected to lift and carry persons or objects weighing over 100 pounds.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Military Airport Firefighter Lieutenant is differentiated from and the Military Airport Firefighter II in that the Military Airport Firefighter Lieutenant has supervisory responsibility for lower-level Military Airport Firefighters on an assigned shift while the Military Airport Firefighter II performs the full range of duties and responsibilities under general supervision.  The Military Airport Firefighter Lieutenant is differentiated from the Military Airport Firefighter Captain in that the Military Airport Firefighter Captain manages the day-to-day operations of an assigned shift and has supervisory responsibility for Military Airport Firefighter Lieutenants.

EXAMPLES OF WORK

Supervises the work of lower-level Military Airport Firefighters;

Instructs lower-level Military Airport Firefighters in firefighting, rescue and emergency techniques and safe operation of fire rescue equipment;

Assigns firefighting crews and firefighting apparatus such as crash vehicles, pumpers and water tankers according to staffing requirements;

Acts as Incident Commander in the absence of a more senior fire official;

Supervises the positioning mobile apparatus, operating a hose, maintaining correct hydraulic pressures on the pumper and setting up fire lines;

Supervises housekeeping, truck checks and vehicle cleaning;

Prepares and participates in fire drills, in-service training exercises and physical fitness programs;

Prepares reports of emergency responses, training exercises, fire inspections and physical fitness programs;

Administers emergency medical assistance;

Assigns and performs fire prevention safety inspections;

Establishes rescue paths;

Drives and operates pump on all apparatus;

Provides assistance to fire departments in surrounding jurisdictions;

Acts as the Incident Commander, in the absence of Senior Fire official;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of supervisory principles and techniques;

Knowledge of airport firefighting principles, procedures and techniques;

Knowledge of fire prevention and fire safety codes;

Knowledge of rescue operations and basic emergency medical procedures;

Knowledge of the design and construction of aircraft and its operations;

Knowledge of the characteristics of military munitions;

Knowledge of the Incident Management System (IMS) for emergency operations;

Skill in communicating clearly and effectively;

Skill in operating firefighting equipment;

Skill in applying cardiopulmonary resuscitation (CPR);

Ability to supervise lower-level Military Airport Firefighters in accordance with all laws, instructions, directives, operating instructions, and local policies as issued by the United States Air Force, Air National Guard, State of Maryland 175th Wing, 175th Civil Engineer Squadron, and the 175th Civil Engineer Fire Department;

Ability to direct Military Airport Firefighters during firefighting, rescue and emergency medical operations;

Ability to counsel, lead, discipline, and train assigned personnel;

Ability to prepare and interpret memoranda, operating instructions, directives and reports;

Ability to establish daily, weekly and monthly operational goals and objectives for assigned personnel;

Ability to record, review and maintain reports and associated operational materials;

Ability to develop and maintain harmonious relationships with mutual aid emergency organizations.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience performing airport fire suppression and emergency rescue work.

Notes:

1. Candidates must possess one year of the above experience at the advanced level of firefighting, including driving several types of specialized mobile apparatus.

2. Candidates may substitute four years of experience as a Military Airport Firefighter II at Martin State Airport for the required experience.

3. Candidates may substitute one year of U.S. Armed Forces military service experience as a non-commissioned officer in fire protection classifications and specialty codes in the   fire protection field of work for one year of the required   experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are assigned duties that require the operation of a motor vehicle.  Employees assigned such duties are required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification are required to possess a United States Air Force Motor Vehicle Operator's card.

3. Employees in this classification that operate vehicles on runways or taxiways are required to successfully complete vehicle training and annual renewal of vehicle operation clearance for the Movement Area of Martin State Airport.

4. Employees in this classification must possess the following certifications from The National Board on Fire Service Professional Qualifications, International Fire Service Accreditation Congress or Department of Defense (DOD) program:

5. Employees in this classification must possess an Emergency Medical Responder (EMR) certification from the Maryland Institute of Emergency Services System (MIEMSS) and/or the National Registry of Emergency Medical Technicians.

6. Employees currently in this classification must obtain the above certifications within 24 months of placement.  Employees in this classification who fail to obtain these certifications will be subject to disciplinary action up to and including termination.  

SPECIAL REQUIREMENTS

1. Employees in this classification must have successfully completed the Fire Protection Apprentice Specialist course or other equivalent fire protection course.

2. Employees in this classification will be required to obtain a government Secret security clearance.

3. Employees in this classification will be required to pass an annual medical examination and may be required to take the physical fitness test to determine their physical ability to perform the job in accordance with National Fire Protection Standard 1582, Standards on Medical Requirements for Firefighters.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

5. Employees in this classification may be subject to state or federal background investigations.

6. Employees in this classification are “Essential Employees”, are subject to call-in 24 hours a day and must provide the employing agency with a telephone number where they can be reached.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit H, Airport Firefighters classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.
