A Motor Boat Operator I is the full performance level of work operating diesel or gasoline powered motor boats of less than forty gross tons or oil collection barges used to tow debris collection boats and barges, transport materials, and tow large pieces of debris which cannot be hauled.  Employees in this classification operate motor boats according to the U. S. Coast Guard’s "Rules of the Road." and log and perform routine maintenance of the boats.  Employees in this classification may, when necessary, supervise Marine Service Workers assigned to the boat.

Employees in this classification receive general supervision from a Marine Supervisor or a Debris and Oil Spill Recovery Chief.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Motor Boat Operator I and the Motor Boat Operator II are differentiated based on the size of boats operated by these employees.  The Motor Boat Operator I pilots diesel or gasoline powered motor boats of less than forty gross tons or oil collection barges while the Motor Boat Operator II pilots diesel and gasoline powered passenger boats with a carrying capacity of 25 persons and may also operate motor boats for hydrographic survey parties either as relief for the master of hydrographic survey vessels or as principal operator of ancillary vessels.

Operates steering devices, starting mechanisms and throttles in the piloting of a diesel or gasoline powered motor boat, or a diesel powered oil collection barge according to the navigational "Rules of the Road," and other existing regulations;

Insures safety of all crew members aboard the boat;

Transports inspectors around the harbor and to quarantine and anchorage area;

Operates motor boat to tow barges, debris, or other boats;

Makes minor repairs and adjustments to boat engine and makes minor repairs, cleans, and paints boat body;

May operate motor vehicles in assignments related to the work of the unit;

Performs other related duties.

Knowledge of the "Rules of the Road" issued by the U.S. Coast Guard;

Knowledge of safe operating practices of small boats;

Knowledge of marine engines and small boat maintenance;

Knowledge of the techniques of lifesaving, first aid, and fire protection;

Ability to operate diesel or gasoline powered motor boats;

Ability to maintain order and insure the safety of the crew;

Ability to maintain a log of events and activities;

Ability to handle the craft safely in adverse weather conditions;

Ability to make minor repairs and adjustments to the engine and the boat;

Ability to deal courteously with the public.  

Education:   None.

Experience: One year of experience in the operation of mechanically propelled vessels.

1. Some positions in this classification are assigned duties which will require the examination by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.

2. Employees in this classification may be subject to call-in 24 hours a day and therefore, will be required to provide the employer with a phone number where they can be reached.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A- Labor and Trades Classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
