NATURE OF WORK

A Motor Vehicle Operator is the full performance level of work in the operation of automotive transportation vehicles on a regular basis such as automobiles, buses, trucks (whether flatbed, panel, pick up or van), station wagons, ambulances  and/or other automotive equipment.  Employees in this classification may occasionally operate lighter automobile vehicles, instead of the required medium-sized transportation vehicles.  Employees in this classification must be proficient in operational ability to meet prearranged schedules and are held immediately responsible for the safety of passengers and of the vehicle and shipments.   Employees in this classification must supervise and may assist with the loading and unloading of vehicles.  Employees in this classification are responsible for ensuring that preventive maintenance is carried out regularly in accordance with agency regulations on assigned vehicles assigned and maybe required to make minor adjustments and routine emergency repairs.  Employees in this classification have a special responsibility to the public in the operation of State vehicles and are expected to act in an exemplary manner in displaying courteous and safe driving practices.  Employees in this classification do not supervise other positions but may oversee the work efforts other employees, patients or helpers.

Employees in this classification receive general supervision from a designated agency official.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Operates automotive transportation vehicles and automatic loading equipment on regular assignment;

Makes special or schedules trips for the purpose of hauling, collecting or delivering materials and supplies;

Loads and unloads trucks and/or directs other employees and patient help in this work;

Keeps assigned vehicles and equipment washed and in neat appearance;

Assists in maintaining the garage in a safe, neat and orderly condition;

Prepares records of trips, of material transported, of supplies received and of maintenance services performed on assigned vehicles and equipment;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the care and operation of automotive transportation vehicles (except tractor-trailers);

Knowledge of traffic laws and regulations and the conditions for safe driving in all kinds of weather and road conditions;

Knowledge of procedures for the delivery and unloading of supplies and freight;

Knowledge of the care and operation of automotive loading vehicles and similar equipment;

Skill in mechanical aptitude;

Ability to operate and make minor repairs and adjustments to both automotive transportation vehicles and to automotive loading equipment;

Ability to back up large van trucks to loading platforms;

Ability to operate special mechanisms on the vehicle;

Ability to judge distances accurately over long stretches of highway, in heavily congested areas and while driving around corners or through narrow passageways;

Ability to understand and follow directions;

Ability to interpret road maps;

Ability to resolve traffic and mechanical emergencies satisfactorily;

Ability to maintain manifests and other records;

Ability to cooperate harmoniously with other State employees, suppliers and members of the general public;

Ability to supervise helpers.

MINIMUM QUALIFICATIONS

Education:   Completion of the Sixth grade.

Experience: Two years of full-time paid employment in the operation of automotive transportation equipment. It is desirable that this experience shall have included the transportation of passengers.

Notes:

1. Candidates may substitute additional full-time paid employment operating automotive transportation vehicles, on a year-for-year basis, for up to three years of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Equipment Operator classifications or Equipment Operator and Vehicle Operator specialty codes in the Equipment Operation field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants for this classification must possess a driver’s license valid in Maryland. Applicants must list the license number and date of issues on the application.

2. Some positions in this classification may require applicants secure another class of driver’s license prior to appointment. Applicants may also be required to submit a certified copy of their driving records before appointment.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A- Labor and Trades classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
