NATURE OF WORK

A Military Airport Firefighter Captain is a managerial level in airport firefighting and fire rescue work at the 175th Wing, Maryland Air National Guard, Martin State Airport.  Employees in this classification are responsible for managing, planning, and scheduling fire protection activities on an assigned shift through the direct supervision of Military Airport Firefighter Lieutenants.

Employees in this classification receive general supervision from a Military Airport Division Fire Chief.  Employees may be subject to call-in and are required to work rotating 24-hour shifts including weekends and holidays.  Employees are required to work outdoors in all kinds of weather, are subject to high noise levels from aircraft, may be exposed to extreme heat and fumes, and chemical, biological, radiological and nuclear materials including, but not limited to, military aircraft ammunition, explosives and hazardous waste.  On some assignments, employees wear heavy protective clothing and safety equipment and are expected to lift and carry persons or objects weighing over 100 pounds.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Military Airport Firefighter Captain is differentiated from the Military Airport Firefighter Lieutenant in that the Military Airport Firefighter Captain manages the day-to-day operations of an assigned shift while the Military Airport Firefighter Lieutenant has supervisory responsibility for lower-level Military Airport Firefighters on an assigned shift.  Military Airport Firefighter Captain is differentiated from Military Airport Division Fire Chief in that the Military Airport Division Fire Chief has supervisory responsibility for Military Airport Firefighter Captains manages all fire protection programs on an assigned shift and serves as the Shift Commander.

EXAMPLES OF WORK

Supervises day-to-dayactivities of a shift of fire department crews at the Martin State Airport Fire Department through Military Airport Firefighter Lieutenants;

Serves in an assistant manager capacity for the shift;

Prepares and participates in drills, in-service training exercises and physical fitness programs;

Acts as Incident Commander in the absence of a more senior fire official;

Serves as a unit officer for specialized operations such as hazardous materials, confined space, heavy rescues;

Serves as a team leader during rescues and fire events and combats fires;

Performs as crew chief on any piece of apparatus;

Administers basic emergency medical assistance;

Drives and operates pump on all apparatus;

Schedules, assigns, coordinates and reviews fire prevention and inspection programs;

Ensures fire prevention inspections and required investigations as conducted;

Schedules and supervises monthly training activities, briefings, fire prevention inspections and other events in coordination with the Military Airport Firefighter Captain, Training & Safety and the Military Airport Firefighter Captain, Technical Services & Logistics;

Enforces all laws, instructions, directives, operating instructions and local policies issued by the United States Air Force, Air National Guard, State of Maryland, the 175th Wing, the 175th Civil Engineer Squadron, and the 175th Civil Engineer Fire Department;

May provide backup in the absence of the Military Airport Division Chief;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of managerial, supervisory and leadership methods;

Knowledge of airport firefighting principles, procedures and techniques;

Knowledge of airport, and aircraft design and their operations;

Knowledge of the Incident Management System (IMS) for emergency operations;

Skill in directing firefighting, rescue and emergency medical operations;

Skill in reading, preparing and interpreting memoranda, operating instructions, directives and reports;

Skill in coordinating other fire officers and agencies, outside of the Maryland Military Department, at an emergency scene;

Skill in communicating clearly and effectively;

Ability to manage and direct personnel;

Ability to manage subordinates in accordance with all laws, instructions, directives, operating instructions, and local policies as issued by the United States Air Force, Air National Guard, State of Maryland 175th Wing, 175th Civil Engineer Squadron, and the 175th Civil Engineer Fire Department;

Ability to establish and maintain harmonious working relationships with superiors, subordinates, co-workers, and outside contacts.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience performing airport fire suppression and emergency rescue work.

Notes:

1. Candidates must possess two years of the above experience supervising lower-level Military Airport Firefighters.

2. Candidates may substitute five years of work experience as a Military Airport Firefighter II at Martin State Airport for the required experience.

3. Candidates may substitute one year of U.S. Armed Forces military experience as a non-commissioned officer in fire fighter classifications and specialty codes in the fire protection field of work for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are assigned duties that require the operation of a motor vehicle.  Employees assigned such duties are required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification are required to possess a United States Air Force Motor Vehicle Operator's card.

3. Employees in this classification that operate vehicles on runways or taxiway are required to successfully complete vehicle training and annual renewal of vehicle operation clearance for the Movement Area of Martin State Airport.

4. Employees in this classification must possess the following certifications from the National Board on Fire Service Professional Qualifications, International Fire Service Accreditation Congress or the Department of Defense (DOD) program:

5. Employees in this classification must possess an Emergency Medical Responder (EMR) certification from the Maryland Institute of Emergency Services System (MIEMSS) and/or the National Registry of Emergency Medical Technicians.

6. Employees currently in this classification must obtain the above certifications within 24 months of placement. Employees in this classification who fail to obtain these certifications will be subject to disciplinary action up to and including termination.

SPECIAL REQUIREMENTS

1. Employees in this classification must have successfully completed the Fire Protection Apprentice Specialist course or other equivalent fire protection course.

2. Employees in this classification will be required to obtain a government Secret security clearance.

3. Employees in this classification will be required to pass an annual medical examination and may be required to pass the physical fitness test to determine their physical ability to perform the job in accordance with National Fire Protection Standard 1582, Standards on Medical Requirements for Firefighters.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

5. Employees in this classification may be subject to state or federal background investigations.

6. Employees in this classification are “Essential Employees”, are subject to call-in 24 hours a day and must provide the employing agency with a telephone number where they can be reached.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit H, Airport Firefighters classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.
