NATURE OF WORK

A Budget Analyst Supervisor, Capital Programs is the supervisory level of work in the formulation and expenditure oversight of the Governor’s annual spending plan and legislative appropriation.  Employees in this classification supervise a team of Budget Analysts, Capital Programs.

Employees in this classification receive managerial supervision from a higher-level executive.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Budget Analyst Supervisor, Capital Programs is differentiated from the Budget Analyst Lead, Capital Programs in that the Budget Analyst Supervisor, Capital Programs has supervisory responsibility for lower-level Budget Analysts, Capital Programs while the Budget Analyst Lead, Capital Programs assigns, reviews and approves the work of and trains lower-level Budget Analysts, Capital Programs.

EXAMPLES OF WORK

Supervises one or more team(s) of lower-level Budget Analysts, Capital Programs responsible for capital budget formulation and administration;

Reviews and evaluates the performance of subordinate staff;

Provides assistance to State agencies and institutions to facilitate the development and submission of capital improvements budgets and programs and the resolution of related issues;

Develops and writes budgetary and fiscal reports, recommendations, charts, tabulations and other memoranda to accompany capital budget requests to the State legislature in order to provide explanation or clarification;

Provides assistance to the Director, Division of Capital budgeting or higher-level departmental official to formulate the State’s capital improvements budget and Five Year Program and present to the legislature;

Reviews legislative bills and writes testimony to identify the Executive’s position on capital issues;

May represent the Department of Budget and Management on task forces and committees;

Performs other related duties.

GENERAL REQUIREMENTS

Specific educational and experience requirements are established by the Secretary of the Department of Budget and Management, under the provisions of the Finance and Procurement Article, Section 3-203(b) of the Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from   collective bargaining.
