NATURE OF WORK

A Health Occupations Investigator Supervisor is the supervisory level of work conducting investigations of health care practitioners licensed and regulated by the Maryland Department of Health’s Boards and Commissions Programs.  Employees in this classification are also assigned the most sensitive and complex investigations.  Employees in this classification supervise lower-level Health Occupations Investigators.

Employees in this classification receive managerial supervision from a designated administrative official.  Employees in this classification may be required to work evening, weekend or holiday hours.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Health Occupations Investigator Supervisor is differentiated from the Health Occupations Investigator III in that the Health Occupations Investigator Supervisor has supervisory responsibility for lower-level Health Occupations Investigators while the Health Occupations Investigator III is assigned the more technical and complex investigations and assigns, reviews and approves the work of and trains lower-level Health Occupations Investigators.

EXAMPLES OF WORK

Manages daily operations of the investigative unit;

Reviews, prioritizes and assigns all cases referred for investigation;

Supervises lower-level Health Occupations Investigators;

Trains lower-level Health Occupations Investigators;

Evaluates, modifies and implements the investigative unit’s procedures and operations in order to improve efficiency;

Acts as liaison between the Attorney General’s Office and the investigative unit;

Prepares reports detailing the status of investigations;

Testifies before various Boards at formal and informal hearings in order to present factual information obtained as a result of investigations conducted;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the basic principles and methods of supervision;

Knowledge of office management methods;

Knowledge of modern interviewing and investigative techniques;

Knowledge of legal processes;

Skill in preparing detailed, comprehensive reports which are clear and accurate;

Ability to plan, organize and direct the work of others;

Ability to develop and implement administrative procedures and to evaluate their efficiency and effectiveness;

Ability to train and evaluate the work of subordinate employees;

Ability to testify effectively in formal hearings.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree in the field of criminal justice, criminology, law enforcement or an allied health field, (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university and four years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
