NATURE OF WORK

An Assistant Chief, Mosquito Control assists the Chief, Mosquito Control Program in planning, implementing and directing the Maryland Department of Agriculture’s mosquito control program.  The employee in this classification, in the absence of the Chief, assumes responsibility for Statewide mosquito control activities.  The employee in this classification supervises professional, technical and clerical staff.

The employee in this classification incumbent receives general supervision from the Chief, Mosquito Control Program.  Work is performed primarily at the Annapolis or Salisbury Office, Mosquito Control Section of the Maryland Department of Agriculture.

The position in this classification is evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Plans and directs the Maryland Department of Agriculture’s cooperative mosquito control program in conjunction with the Chief, Mosquito Control Program;

Supervises Entomologists, Mosquito Control supervisors, Automotive Mechanics and clerical personnel;

Represents the Chief, Mosquito Control Program at community meetings, county budget hearings and conferences;

Trains and instructs new staff members;

Develops mosquito control budget and allotment of funds for county projects;

Develops equipment and contract specifications, annual reports and program evaluation reports;

Supervises the maintenance of chemical, supply, and spare parts inventory records and reviews records and invoices for accuracy;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of mosquito control techniques and procedures to include water management, biological and chemical measures;

Knowledge of all equipment utilized in various phases of mosquito control work to include heavy equipment, all-terrain vehicles, boats, sprayers, trucks, aircraft and mosquito collecting devices;

Knowledge of basic administrative procedures and practices;

Ability to administer and supervise the technical and administrative phases of the cooperative mosquito control program;

Ability to establish and maintain effective working relationships with departmental officials, county officials, community representatives, fellow employees and private citizens;

Ability to communicate effectively.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree with a major in entomology from an accredited college or university.

Experience: Five years of pest management experience, at least three years must have been in the management or supervision of state or local mosquito control activities.

Note: Candidates may substitute the possession of graduate education in mosquito control entomology at an accredited college or university at the rate of one year of graduate education for one year of the required experience for up to two years of the nonsupervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the state of Maryland.

SPECIAL REQUIREMENTS

Candidates for positions in this classification may be given a medical examination to determine their ability to perform job-related functions.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
