NATURE OF WORK

The Multi-Service Center Manager will manage the operations of one or more District Court/Multi-Service Centers.

The employee assigned to this classification is responsible for the overall operation and maintenance of the assigned facility. Duties include the recommendation and implementation of administrative procedures and controls; participation in the formulation of facility policies; and the assurance of operating efficiency at the facility. This employee is responsible for adherence to established State and Federal regulations pertaining to the operation of State facilities. An employee in this class is further responsible for the performance of contractors providing all contractual services to the center. The work requires frequent contacts with public officials, community organizations and the general public.

The position is expected to formulate both the long range/short range plans and operating budgets for the assigned Multi-Service Center, or centers. The position is further responsible and accountable for achieving program and budgetary goals of the Center, or centers.

The employee in this classification receives general direction from the Administrator, Multi-Service Center. Work is evaluated in terms of overall operating efficiency and effectiveness of the assigned Center, or centers. This employee supervises the building operations and contractual employees assigned to the Multi-Service Center, or centers.

EXAMPLES OF WORK

Prepares an annual operating and capital budget appropriation request for a Multi-Service Center, or centers;

Administers and implements the approved annual operating budget for a Multi-Service Center, or centers;

Administers the bidding and awarding of contracts as governed by the State Procurement Regulations acting as an Authorized Representative of the Procurement Office;

Prepares various required financial, statistical and special reports;

Monitors and analyzes building operations and takes necessary steps to improve their efficiency and effectiveness;

Interviews, hires, evaluates and recommends promotion and disciplinary actions for personnel assigned to the Multi-Service Center Manager’s staff;

Participates in staff meetings in order to develop and coordinate administrative functions such as procedures, rules, etc.;

Supervises and evaluates the performance of maintenance and services performed under contract at the Multi-Service Center, or centers;

Establishes operational methods and procedures unique to the Center, or centers;

Establishes and maintains effective working relationships with tenant/agency administrators, judges and the general public;

Reviews equipment, supply and material needs of the assigned Multi-Service Center, or centers;

Prepares contract specifications for building maintenance, groundskeeping security, housekeeping, renovation, etc.;

Oversees the bidding process on contracts to be awarded;

Conducts meetings with Center tenants to discuss building services or problems;

Provides building occupants with a clean, working environment at the lowest possible cost;

Ensures that tenant complaints are addressed efficiently, effectively, and expeditiously;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of the principles and practices of business and public administration; of modern building management and maintenance methods; of principles and practices of government accounting; of public personnel administration; of budget administration; of the principles of building operation; and of governmental contracting and State Procurement Regulations.

Ability to understand, interpret and implement methods and procedures; to prepare summary reports documenting building operations and maintenance projects; technical and general specifications; to implement effective and efficient preventive maintenance programs; to plan, organize and direct the work of others; to develop and install administrative procedures and operations and evaluate their effectiveness and efficiency; to prepare and administer the annual budget; to exercise initiation and make sound decisions; to communicate effectively; to establish and maintain effective and harmonious working relationships with using agency employees, administrative officials and the general public; prepare and administer contractual agreements; develop and implement effective emergency and safety programs.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a State high school equivalency certificate.

Experience: Three years experience in commercial or governmental building management and operations, maintenance administration, or leasehold administration. The above experience must have included experience in budget preparation, contract formulation and administration and tenant relations.

Note: Applicants may substitute education at an accredited college or university at the rate of 30 semester hours for one year of experience for up to two years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. The nature of this position may require that the employee be able to drive an automobile. Therefore, a valid Maryland driver’s license may be required before appointment to the position.

2. The nature of this position requires that the individual be available for emergency overtime on a 24-hour, 7-day per week basis.

SPECIAL REQUIREMENTS

Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
