A Locksmith is the full performance level of work as a Locksmith. Employees in this classification are responsible for the installation, repair, and maintenance of locks, locking systems, door closure, and locking devices, on all types of doors and equipment at State facilities. Employees in this classification are required to pin lock tumblers to key systems and devices to individual suite, master or grant master series. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from a Physical Plant Supervisor or other designated official. Work is evaluated in terms of completeness, timeliness and accuracy with which assignments are performed and accuracy of records kept on recipient of keys and their respective key codes.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.
Repairs, installs, maintains, and opens locks; locking systems, door closures and locking devices;
Cuts new or duplicate keys, using key cutting machines;
Estimates job requirements, such as the quantity of material, time and cost;
Using standard locksmith equipment, repairs and replaces worn tumblers, springs and other parts in locks, locking systems, door closure and locking devices;
Codes keying of locks as required to meet program objectives;
Maintains records, files and prepares reports;
May provide advice regarding the type of hardware to use on doors and casings;
Performs other related duties.
Knowledge of the expert techniques of repairs and installation of keys and locks;
Knowledge of the working operation, maintenance and repair of all types of hardware and locking systems used on doors, casings, and various types of equipment;
Ability to install, repair, maintain, and replace keys, locking systems, door closures, locking devices, and locks;
Ability to pin lock tumblers in order to key locking systems and devices to individual suite, master or grand master series;
Ability to use handtools, files, key cutting machines, and other general purpose tools on work projects;
Ability to understand and follow directions;
Ability to respond to emergency situations;
Ability to maintain records including accurate records of the recipient of keys and the respective codes of their keys;
Ability to cooperate harmoniously with other State employees, and members of the general public.
Education: Eighth grade.
Experience: Two years of experience involving installing, maintaining and repairing locks.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Locksmith classifications or Locksmith specialty codes in the Maintenance field of work on a year-for-year basis for the required experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit A- Labor and Trades classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
