NATURE OF WORK

An MSP Forensic Inventory Control Officer is the full performance level of work coordinating the handling, documentation and storage of criminal evidence in the Forensic Sciences Division of the Maryland State Police.  The position requires considerable contact with administrative and sworn personnel of various local, state and federal law enforcement agencies to coordinate evidence transactions and to provide instruction on evidence handling/submission procedures.  Responsibilities include reviewing evidence submissions and determining the method of storage and disposal of said evidence in accordance with the chain of custody and Department rules and regulations.  Employees in this classification do not supervise.

Employees in this classification receive general supervision from supervisor of the Central Receiving Unit, but are independently responsible for all recommendations relating to the disposition of each piece of evidence.

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the a class specification.

EXAMPLES OF WORK

Prepares, plans for, and conducts the transition of evidence from agencies outside the Division as well as the movement of evidence within the Division;

Evaluates situations and makes recommendations when procedures do not conform to established standards, policies or laws;

Resolves logistical problems to avoid cross contamination, deleterious change to the evidence;

Inspects the quality of packaging and the accompanying paperwork for accuracy;

Inspects controlled dangerous substances submitted to the Division for destruction;

Assists agencies with compliance of rules, regulations and procedures for submission of forensic evidence;

Maintains analytical case records and files in accordance with laboratory accreditation standards, and State of Maryland Department of General Services rules and regulations;

May provide assistance in preparing statistical tables, charts and reports;

May oversee programs in the Central Receiving Unit;

May supervise interns;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of handling forensic evidence including storage and disposal;

Knowledge of proper English;

Knowledge of Google Apps, Microsoft Office programs and other various types of computer equipment;

Ability to function in a fast-paced environment.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience with administrative functions or handling/inventorying evidence.

Notes:

1. Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical or Office Services specialty codes in the Administrative support field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to testify in a court of law as an expert witness about the chain of custody and laboratory procedures.

2. Employees in this classification are subject to random drug testing in accordance with Code of Maryland Regulation 10.04.09, Testing for Illegal Use of Drugs.

3. Employees in this classification are subject to call out 24 hours a day and; therefore, are required to provide a telephone number where they can be reached.

4. In accordance with Public Safety Article, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination, submission of a DNA sample, and a complete criminal background investigation, to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
