NATURE OF WORK

A Business Manager II is responsible administrative work in a small State facility for the aged and chronically ill, the mentally ill, or the mentally retarded.   Employees in this classification are responsible for the budgetary and fiscal operations of the facility, and for some of the other non-clinical operations.   Employees in this classification coordinate those operations with the medical, psychiatric, and developmental programs, develop and implement administrative procedures and controls, participate in the formulation of facility policies, and assuring operating efficiency in the facility.  Employees in this classification are is responsible for the adherence to established State and federal regulations pertaining to the management of State and federal funds and property.  Employees in this classification are required to have frequent contacts with officials in the Maryland Department of Health, and some contacts with public officials and community organizations. Employees in this classification supervise the chiefs of all assigned functional areas.

Employees in this classification receives general direction from the Superintendent of the facility.  In the absence of the Superintendent, employees are responsible for all decisions except those requiring clinical expertise.  Work is evaluated in terms of overall operating efficiency and adherence to regulations and policies.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Has final responsibility, in the absence of the institutional head, for all non-medical activities of the institution;

Participates with the head of the institution in the formulation and administration of institutional policies and procedures;

Prepares the annual budget for the institution and is responsible for administering this budget;

Supervises the maintenance of accounts, preparation of payrolls and the preparation of accounting reports;

Directs the purchasing, storage, issue and accounting for supplies and equipment and the maintenance of adequate inventory records;

Keeps accurate patient statistics and is responsible for banking and handling patients’ funds and valuables;

Cooperates with County Commissioners, City Treasurers and local welfare departments on patients’ business matters;

Prepares and supervises the preparation of detailed and accurate financial, statistical and other reports concerning the business operations of the institution;

Analyzes institutional operations and prepares economy recommendations;

Conducts periodic physical inspections of the institution;

Secures competitive bids on contractual services and supplies;

Maintains good public relations between the institution and the community;

Establishes contacts with proper agencies to handle emergency repairs of either maintenance or equipment;

Conducts regular administrative staff meetings to coordinate administrative activities;

May be responsible for functions such as personnel, maintenance, dietary, housekeeping or security;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of modern principles and practices of business administration involved in budgeting and purchasing;

Knowledge of the elementary principles and practices involved in the operation of an institution;

Knowledge of the principles and practices of accounting;

Ability to prepare and administer an annual budget;

Ability to determine the need for personnel, equipment and supplies;

Ability to prepare and maintain a variety of administrative records and reports;

Ability to make sound decisions pertinent to day-to-day operations and long term planning;

Ability to establish and maintain effective relationships with institutional personnel, administrative officials and the general public;

Ability to assist in the formulation of and the interpretation of institutional policies;

Ability to supervise the chiefs of all assigned functional areas.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience or its equivalent in a responsible administrative capacity in accounting, finance administration or office management.

Note: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, preferably with specialization in business administration, public administration or accounting and five years of experience or its equivalent in accounting, finance administration, or office management for the required experience.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
