NATURE OF WORK

A Housing Rehabilitation Specialist I is the entry level of work for the housing rehabilitation field work in the Department of Housing and Community Development.  Employees in this classification are responsible for inspecting properties, preparing work write-ups, depicting the basic renovation concepts, reviewing contractor proposals, inspecting completed work, and authorizing the release of funds.  Employees in this classification must be able to work effectively with applicants and contractors and, in some cases, may be required to arbitrate or help negotiate the resolution of contractor-client disputes.  Employees in this classification do not supervise other positions.

Employees in this classification receive moderate supervision from a field supervisor or program administrator.  Work effectiveness is evaluated by the timeliness and completeness of assigned work, by the accuracy and sufficiency of work write-ups and success in seeing construction work through to completion without major problems.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Housing Rehabilitation Specialist I is differentiated from the Housing Rehabilitation Specialist II in that the Housing Rehabilitation Specialist I performs the duties under close supervision while the Housing Rehabilitation Specialist II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Prepares general specifications, procedures and forms for Maryland Housing Rehabilitation Program;

Inspects structures to determine feasibility of rehabilitation;

Recommends corrective measures such as those involving site work, structural, plumbing, electrical, heating and ventilation changes;

Assists borrowers in obtaining and reviewing contractor proposals and in preparing work schedules;

Reviews drawings and specifications with prospective contractors;

Advises selected contractors of the required permits, licenses, insurance and bonds;

Inspects work in progress to ensure compliance with contracts and standards;

Recommends partial and final release of escrow to borrower;

Verifies all guarantees, warrantees and releases of liens after completion of projects;

Investigates and makes recommendations on subsequent complaints concerning work performed;

Compiles case folders and prepares reports;

Conducts site reviews with contractors and owners to explain work write-ups;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of residential building construction;

Knowledge of construction contracts and cost estimation;

Ability to comprehend, interpret, and apply housing construction laws, rules, and regulations;

Ability to exercise sound and impartial judgments in analyzing information and making decisions;

Ability to maintain necessary records; to prepare documents and reports;

Ability to deal with applicants and contractors in a congenial manner;

Ability to prepare forms, training materials and procedures;

Ability to communicate clearly and effectively;

Ability to train others.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in rehabilitation or home improvement construction, including experience preparing work-write-ups and cost estimating of residential buildings.

Notes:

1. Candidates may substitute technical education in housing rehabilitation or construction at an accredited institution on a year-for-year basis for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Construction Control Technical classification series or Construction Control Technical specialty codes on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

NOT APPLICABLE.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to travel frequently and may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Candidates appointed to positions in this classification may be required to have access to an operational automobile.  Employees using their own motor vehicles will be reimbursed standard mileage allowance.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit C –Regulatory, Inspection and Licensure classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
