NATURE OF WORK

An Illustrator III is the supervisory and administrative level of illustration work involving the supervision of a graphic design and/or illustrative unit.  Employees in this classification are responsible for evaluating and assessing the graphic or visual, and informational needs of an agency, and for planning, developing, and supervising program to fulfill those needs.  Employees in this classification plan, direct, and coordinate internal control and production of all graphic material. Employees in this classification supervise lower-level Illustrators, technical and clerical personnel engaged in the agency’s graphic program.

Employees in this classification receive general supervision from an agency head or designated official.  Work effectiveness is evaluated in terms of timeliness, quality and effectiveness of promotional and informational activities.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Illustrator III is differentiated from the Illustrator II in that the Illustrator III has supervisory responsibility for lower-level Illustrators while the Illustrator II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Plans and develops the graphic and illustrative program of a state agency;

Supervises a staff of illustrators and supportive personnel;

Supervises the preparation of a variety of visual materials (promotional and publicity) for books, booklets, bulletins, pamphlets, displays, television; posters, charts, slides, filmstrips, billboards and other printed material;

Gives technical advice and guidance to heads of agencies, divisions or programs, on any graphic question or matter;

Meets with technical personnel (printers, artists, photographers, etc.) and discusses any technical material, prior to and after completion;

Explains the agency’s program and policies, and sees that these programs and policies are reflected in the graphic material produced on their behalf;

Accounts for all budgetary cost, and price control for graphic materials supplied by the agency;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the expert methods, procedures, techniques and media available for graphic production, information, and other similar material;

Knowledge of English usage and grammar;

Knowledge of the factors applied in assessing and evaluating the graphic illustrative needs of a large agency;

Knowledge of modern office practices and procedures;

Knowledge of the methods, procedures, pricing, and techniques applied in the preparation, layout, finished art, and presentation of visual material, and a variety of other promotional material;

Knowledge of effective methods of obtaining and coordinating adequate visual materials for an agency’s program and activities;

Ability to plan, develop, organize and supervise a comprehensive and coordinated graphics program;

Ability to prepare and administer a program budget;

Ability to supervise lower-level Illustrators, technical and clerical personnel engaged in various aspects of the graphics program;

Ability to assess and evaluate the public information, or other promotional needs of an agency, in terms of graphic presentation and to initiate necessary programs;

Ability to make effective use of all available graphic media necessary to implement these programs;

Ability to design, prepare, compose, edit, and assign visual material to specific professional personnel, technical  and clerical personnel, and to review the finished product and suggest any necessary changes;

Ability to develop and implement efficient and effective methods for the distribution of a variety of material related to an agency’s program and services;

Ability to establish and maintain effective working relationships with representatives of the graphic media, and technicians involved in the production of such material (printers, typesetters, photographers, artists, etc.), the agency and the general public;

Ability to analyze the effectiveness of an agency’s graphic program and material, suggest changes and/or deletion and recommend improvements;

Ability to communicate effectively and efficiently;

Ability to plan, design, and direct the production and construction of exhibits,  posters, pamphlets, brochures, books, mailers, illustrations, and any other graphic material.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience as a professional Illustrator or Commercial Artist.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree in art, graphic design or illustration from an accredited college or university and four years of experience as a professional Illustrator or Commercial Artist for the required experience.

2. Candidates may substitute the possession of an Associate of Arts degree in art, graphic design or illustration from an accredited college or university and six years of experience as a professional Illustrator or Commercial Artist for the required experience.

3. Candidates may substitute the possession of two years of experience as a full performance level Illustrator in State government for the required experience.

4. Candidates may substitute education in art at an accredited college, or university at the rate of 30 credit hours for one year of experience for up to two years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Mass Communications Specialist classifications or Combat Documentation/Production Specialist or Combat Illustrator or Multimedia Illustrator specialty codes in the graphic design field of work on a year-for-year basis for the required experience.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.   An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
