Introduction

The Water Management Administration, Compliance Program , is recruiting for a Regulatory and Compliance Engineer I.  The assigned office for this position will be in the Hagerstown MDE Field Office and will work primarily in Frederick County with selected assignments in Carroll, Howard, Montgomery, and Prince Georges Counties.

Main Purpose of Job

This is highly responsible professional work as an engineering specialist in the Compliance Program of the Water Management Administration. The person in this position evaluates wastewater treatment facilities and private contract laboratories for compliance with federal/State NPDES and State groundwater permits, including evaluating treatment process operation and maintenance, quality assurance and quality control (QA/QC) functions, sampling and preservation, analytical methodology, flow monitoring, record keeping and reporting. This employee provides engineering expertise to evaluate specific sites, review proposed improvement plans and develop comprehensive environmental programs to address water pollution, sewage control and stormwater control. They conduct inspections to assess compliance with wastewater discharge permits, sediment and erosion control, wetlands, waterway construction, well and septic systems and dam safety. This employee will respond to emergency incidents or natural disasters as requested. They may testify as an expert witness related to engineering, analytical procedures or techniques, or NPDES regulations. The employee works as a fully proficient engineer. They provide basic engineering principals, training, direction, and information to Compliance Program staff. They review engineering plans and drawings, wastewater treatment plant improvement plans and biomonitoring study plans.

POSITION DUTIES

The selected candidate will conduct Performance Audit Inspections and Performance Sampling Inspections in accordance with approved methods to evaluate NPDES facilities and associated private contract laboratories for compliance with self-monitoring aspects of the NPDES permit requirements.  The selected candidate will develop, implement and evaluate comprehensive environmental programs, including, but not limited to, sanitary engineering, industrial wastewater treatment, municipal wastewater treatment, stormwater management, and laboratory testing of wastewater. 

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.

 2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered.  It is imperative that you give complete information on your application.  Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

Candidates will be placed on the employment list categorized as BEST, BETTER or QUALIFIED and remain eligible for consideration for at least one year from the date of the examination.  The examination is based on the information being submitted for this position.  This list will be used by the hiring agency to select employees.  You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
