Introduction

This is a position specific recruitment for the MD Department of Public Safety & Correctional Services (DPSCS)/ Division of Correction-Headquarters (DOCHQ).

Main Purpose of Job

The main purpose of this position is to plan, develop, coordinate, integrate, manage and respond to the management information systems and computer needs of the Community Supervision (formerly Division of Parole & Probation) staff consistent with the Division's mission of making communities safer by providing levels of control of offenders through comprehensive case management and intervention strategies. This position serves as the primary liaison between Community Supervision staff and Information Technology and Communications Division (ITCD) staff.

POSITION DUTIES

Provides technical staff support in areas such as feasibility studies, budgeting, planning, contract administration and security requiring application of technical information technology knowledge;

Meets with information technology staff, management, users, vendors and other agency and State government staff to discuss and resolve information technology problems and issues;

May develop and modify information technology policies, procedures and standards.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in systems analysis and applications programming using generally accepted computer programming languages or in operating systems and data communications technology.

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in systems analysis and applications programming using generally accepted computer programming languages or in operating systems and data communications technology may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

SELECTION PROCESS

The examination may consist of a rating of your education, training, and experience related to the requirements of the job.   It is important that you provide complete and accurate information on your application.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.

BARGAINING UNIT STATUS

This position is assigned to a bargaining unit.  As a condition of employment, members of a bargaining unit are required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
