JOB DESCRIPTION

The Department of Mental Health, Mental Retardation and Substance Abuse Services is seeking qualified applicants for a Quality Improvement Manager to be responsible for the overall direction, coordination and implementation of a quality assurance and risk management program and to serve as the Department and County Privacy Officer. Responsibilities include: manage and coordinate compliance with HIPAA and human rights; manage and coordinate compliance with Virginia Department of Behavioral Health and Developmental Services licensure; monitor and assure implementation of quality assurance systems and activities for MHMRSAS. Provide staff support to the Local Human Rights Committee; investigate complaints and incidents related to HIPAA privacy violations and human rights, identify and resolve system issues as appropriate; collaborate with Program Managers and staff and other Department Privacy Officers to coordinate and complete investigative reviews; compile findings and recommendations resulting from review of departmental practices and processes and recommend improvements; develop policies and procedures as appropriate; ensure staff compliance with training required by State licensure; and manage e-learning Network of Care system for registering and recording course completion.

JOB REQUIREMENTS

Requires any combination of education and experience equivalent to a Master's degree in Business Administration, Management, Public Administration, Public Health or related field and a minium of two years related professional level experience that includes management, supervision and project management with compliance, risk management and/or quality assurance experience in organizations with responsibilities similar to those of a Community Services Board or Behavioral Health Authority.

SPECIAL REQUIREMENTS

Knowledge of Virginia Department of Behavioral Health and Developmental Services licensure regulations, as related to CSB programs, and HIPAA and Medicaid regulations a plus.
