Definition

Plans, develops, and coordinates the implementation of comprehensive standards, guidelines, and training for maintenance and operations programs of the District; monitors program compliance and effectiveness; manages the District's Computerized Maintenance Management System (CMMS).

Typical Duties

Develops and recommends effective District-wide standards and guidelines for maintenance and operations programs in areas such as facilities equipment and technologies, hazardous waste management, occupational health and safety, ADA compliance, staffing levels, and other related areas.

Confers with college and District administrators in developing standards and guidelines and in evaluating technologies, products, equipment, and staffing levels.

Coordinates the implementation of District-wide standards and guidelines for maintenance and operations programs with representatives from the colleges and other offices of the District.

Advises college and District administrators of practicability and approximate costs associated with the implementation of maintenance and operations programs.

Represents the District at a variety of on-site and off-site meetings and committees involving District standards and guidelines for maintenance and operations programs and the effective use of the District's CMMS system.

Collects, analyzes, interprets, and presents data and information related to maintenance and operations standards utilized in the management of educational and other public facilities and infrastructures.

Monitors program progress and evaluates effectiveness and compliance with set standards and guidelines.

Evaluates and recommends maintenance program management software for areas such as work order processing, asset management, inventory control, safety management, and building access management.

Coordinates the installation and evaluates the effectiveness of the District's CMMS system and other maintenance program management software and their successful integration with other systems; provides user training; makes recommendations on system configuration changes.

Develops, coordinates, and participates in the training of District staff related to maintenance standards and programs.

Identifies procurement problems and barriers impacting the implementation of District standards and guidelines and recommends improvements related to the acquisition of equipment and services.

Researches new and innovative technologies/methodologies, products, and equipment related to assigned areas and makes appropriate recommendations.

Confers with facilities and bond staff and provides technical advice to facilities staff, when needed, to ensure successful integration of bond funded maintenance programs.

Prepares contracts for recommended products, equipment, and software.

Prepares reports, correspondence, and makes presentations related to assigned area.

Performs related duties as assigned.

Distinguishing Characteristics

A Maintenance and Operations Standards Coordinator plans, develops, and coordinates the implementation of standards, guidelines, and training for maintenance and operations programs of District facilities and infrastructures in a manner that will maximize the life, usefulness, and cost effectiveness of these facilities; manages the District’s Computerized Maintenance Management System (CMMS).

A Facilities Systems Analyst (BIM, CMMS, & GIS) creates and manages data, drawings, models, and documentation maintained in a variety of facilities management systems including but not limited to BIM, AutoCAD, CMMS, and GIS and provides data, reports, and analysis to support facilities planning and management decisions and reporting requirements.

Supervision

General supervision is received from the Associate Vice Chancellor of Facilities Planning & Sustainability. Functional supervision may be exercised over lower level technical and clerical employees.

Class Qualifications

Knowledge of:

Principles, practices, and procedures pertaining to construction, maintenance, repair, and operation of building complexes and grounds

Preventative maintenance methods and procedures

Computerized Maintenance Management Systems such as SAP Plant Maintenance, Maximo, TMS, SchoolDude, etc.

Legal and administrative policies, practices, and processes of local, state, and federal agencies which impact facilities planning and development

Transportation, storage, issuance, maintenance, and disposal requirements of a broad range of equipment, supplies, and materials

Green building technologies

Renewable energy technologies

Principles of project management

Current practices, standards, materials, and equipment used in building and grounds maintenance

Organization, functions, and inter-relationships of operating units of the District

Organization and management of records

Principles of training

Safety precautions and procedures applicable to maintenance and operations programs

Ability to:

Plan, develop, and coordinate the implementation of District-wide standards, guidelines, and training for maintenance and operations programs

Analyze and evaluate the effectiveness of policies, programs, standards, and new products involving maintenance and operations programs

Develop innovative solutions to operational problems related to maintenance and operations programs

Recognize critical elements of problem areas, develop and evaluate data, determine solutions, and make recommendations

Accurately interpret and apply appropriate laws, ordinances, codes, and regulations to individual projects

Manage the District’s CMMS system

Analyze and evaluate data collected through the CMMS program and develops effective and meaningful reports from the database

Prepare and present clear, comprehensive, and effective communications, reports and presentations

Consistently use and promote professional standards and practices related to assignments

Maintain a focus on details, quality, and precision in the performance of duties

Actively contribute to a culture of constructive collaboration and innovation with colleagues

Entrance Qualifications

Education:

A bachelor's degree from a recognized college or university, preferably with a major in facilities planning, engineering, construction management, or a related field.

Experience:

Three years of full-time, paid, professional-level experience in coordinating building maintenance and repair projects or construction projects for a large educational, governmental or commercial agency, which must have included the use of a computerized maintenance management system.

Special:

A valid Class “C” California driver’s license.

Travel to locations throughout the District is required.
