MAJOR FUNCTION

Performs supervisory duties in any of a large variety of departments and functions, with responsibility for planning, coordinating, and supervising assigned functions and activities to help achieve department/section objectives.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on the particular agency/division/department to which they are assigned, individual employees may perform all or any of the duties described below.

  • Supervises and monitor compliance of port tariff, and the collection and preparation of supporting documentation of vessel operations, calculation of charges and input of data for invoicing of cargo transferred over land (rail & commerical truck).
  • Ensure cargo is handled, store, and transferred in a safe and expeditious manner according to the provision of the Port Operations Manual and certifies compliance with applicable Federal Regulations.
  • Inspect properties and facilities for damages, coordinates repair and maintenance with appropriate department and/or contractors and determines the user responsible for damage and amount of reimbursement and/or settlement.
  • Coordinate cargo activities with terminal operators, stevedores, shippers, ship agents and local, state and federal authorities as required.
  • Supervise the day to day responsibilities of subordinate functions relating to inspections, record keeping and collection of monies.
  • Complete special projects and perform additional duties as required.
  • Resolve customer and tenant concerns pertaining to Port of tampa facilities and to encourage and maintain a positive business relationship.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge of maritime shipping practicies, cargo handling and record keeping.
  • Knowledge of TPA policies and procedures relating to Operation requirements.
  • Knowledge of computer applications, including use of spreadsheets.
  • Knowledge of port cargo and marine operations terminology.
  • Ability to supervise different levels of staff.
  • Ability to analyze and resolve complex problems with minimal supervision.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work non standard work hours (24/7 operation).
  • Ability to use and monitor electronic surveillance equipment.
  • Skill in review and auditing of financial invoicing.
  • Working knowledge of the functions, activities, requirements and objectives of the specific program/functional area to which assigned.
  • Skill in the application of supervisory techniques.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to communicate effectively orally and in writing.
  • Ability to use initiative, and exercise sound judgment.
  • May require specialized technical knowledge of a specific operational area and the ability to perform or supervise specialized work in that specialty area.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree college or university: and

One year of port operations experience in maritime cargo logistics, safety, tariffs, and marine facility operations.

OR

An Associate's Degree from an accredited college or university; and

Three years of port operations experience in maritime cargo logistics, safety, tariffs, and marine facility operations.

OR

Graduation from high school or possession of a GED Certificate; and

Four years of port operations experience in maritime cargo logistics, safety, tariffs, and marine facility operations.
