MAJOR FUNCTION

Performs skilled technical work at the operator B level inspecting, operating, and maintaining one or more water/wastewater treatment facilities to ensure compliance with permit specifications and provide high quality treatment of water and wastewater. 

 

 

DISTINGUISHING FEATURES

Employees in this class perform water/wastewater plant operation duties of average difficulty requiring reasonable initiative and independent judgment under general supervision.

 

MAJOR DUTIES

Note:  The following duties are illustrative and not exhaustive. The omission

Depending on assigned area of responsibility, incumbents in the position may

perform some or all of the activities described below.

  •  Collects and preserves water/wastewater samples following written and verbal direction, and maintains chain-of-custody paperwork for sample collection, pickup, and delivery.
  • Performs laboratory analysis on collected samples, using microscope and laboratory analyzers in conformance with Standard Methods, interprets test results and makes routine process changes following established guidelines.
  • Makes oral and written reports of violations of the operating conditions set forth in the facility permit to appropriate personnel and regulatory agencies in accordance with standard operating procedures.
  • Modifies processes by changing such things as air application rates, sludge return rates, and chemical dosage rates as needed to maintain proper operation of facility in accordance with permit specifications.236
  • Maintains and calibrates laboratory test equipment, field analyzers, and automatic samplers.
  • Monitors and interprets instrumentation and control systems,
  • evaluates data, and responds to routine alarm conditions to make    
  • necessary process or equipment adjustments based on written and verbal guidelines.
  • Monitors reclaimed tank levels, rejects containment levels, processes test results and makes an immediate choice of effluent disposal options based on each facility's approved reclaimed water protocol.
  • Schedules and directs the work of one or more new or lesser-licensed operators, providing training and task monitoring in all areas of process testing and control.
  • Inspects equipment, using knowledge and experience to identify and evaluate problems with industrial equipment, and prepares work order requests.
  • Maintains automatic samplers, checking the temperature of the refrigerator, verifying the fluid output of the sampler, and programming the sampler controls based on manufacturer's directions.
  • Maintains and calibrates laboratory test equipment and in-line analyzers according to established procedures and in compliance with all regulatory requirements.
  • Performs minor maintenance of industrial equipment, such as tightening pump packing, flushing check valves, adding lubrication, and replacing indicator lights on electrical and electronic control panels.
  • Implements OSHA lock-out/tag-out procedures to safely isolate equipment and remove it from service.
  • Provides hands-on assistance to maintenance personnel.
  • Performs general housekeeping, janitorial, and facility cleaning and grounds keeping duties, such as building and tank cleaning, and weed eating and mowing assignments.
  • Maintains accurate and detailed facility records in conformance with established rules.
  • Responds to customer inquiries and complaints, provides requested information within established guidelines and capabilities or redirects call to appropriate person to ensure good customer relations.
  • Provides operations, maintenance, and safety training to new or junior personnel.
  • Drives a motor vehicle, such as a car, truck, or van, to and from classes, work sites, and the Environmental Laboratory and loads and unloads materials, tools, equipment, and laboratory samples.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of operating principles and practices of process control for water/wastewater treatment processes and equipment.
  • Working knowledge of chemistry and biology related to the operation of water/wastewater treatment facilities.
  • Working knowledge of all regulations governing water/wastewater treatment and operator responsibility.
  • Working knowledge of regulatory reporting requirements.
  • Working knowledge of facility permit specifications and reclaimed water operating protocols.
  • Working knowledge of Hillsborough County and Water Resource Services policies and procedures.
  • Working knowledge of all applicable safety procedures, including SARA-Title III reporting.
  • Working knowledge of occupational hazards and applicable safety precautions.
  • Some knowledge of required maintenance activities.
  • Skill in the use of laboratory and hand-held process testing equipment.
  • Ability to communicate clearly, concisely, and effectively, both orally and in writing.
  • Ability to understand, follow, and convey complex written and oral instructions.
  • Ability to use visual, auditory, and olfactory cues to detect faulty operating characteristics in equipment and/or process, and make corrective repairs and adjustments.
  • Ability to plan, organize, schedule, and direct the work of others.
  • Ability to collect, organize and evaluate data, and develop logical conclusions.
  • Ability to understand, interpret and make basic program changes to automation/instrumentation devices.
  • Ability to perform complex mathematical calculations.
  • Ability to convey technical information accurately and clearly.
  • Ability to identify occupational hazards and apply appropriate safety precautions.
  • Ability to work outdoors, without climate control, and in adverse weather conditions.
  • Ability to stand for extended periods.
  • Ability to bend, twist, squat, kneel, push, pull, and exhibit a full range of movement.
  • Ability to lift and carry up to 50 pounds up a flight of stairs.
  • Ability to lift up to 60 pounds occasionally.
  • Ability to climb stairs and ladders and to perform physical tasks at heights of up to 35 feet.
  • Ability to safely perform gas cylinder change-out procedures while wearing SCBA equipment.
  • Ability to work in confined spaces while wearing appropriate safety equipment.
  • Ability to respond to work under emergency conditions during crises situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Ability to use a computer and related software.
  • Ability to properly and safely operate a motor vehicle. 

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

 

Graduation from high school or possession of a GED Certificate; and

Possession of a valid State of Florida Water or Wastewater Plant Operator "B" Certificate of License; and

Possession of a valid Driver License.
