MAJOR FUNCTION

Performs professional and managerial duties directing and evaluating the activities of assigned preschool-aged and infants/toddler Head Start/Early Head Start Center staff to ensure programs comply with federal performance standards.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Plans, organizes, directs and evaluates activities of Head State/Early Head Start Centers to ensure compliance with program, statutory, and regulatory requirements.
  • Oversees educational curricula to include classroom management, child outcomes and record keeping.
  • Trains staff and parents in accordance with Head Start performance standards, developmentally appropriate practices, pedestrian safety, and licensing requirements, including Child Development Associate (CDA) and National Association for the Education of Young Children (NAEYC) accreditation standards for preschool age children or infants and toddlers.
  • Oversees facilities maintenance and transportation activities at assigned centers.
  • Coordinates activities between Head Start service areas as well as with outside agencies.
  • Maintains records and prepares and submits required reports.
  • Supervises the work of professional and other center staff by scheduling, assigning and reviewing work, providing training and counseling and evaluating performance.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of developmentally appropriate practices for early childhood.
  • Considerable knowledge of adult supervision and counseling practices.
  • Considerable knowledge of behavior modification theories and practices relating to early childhood development.
  • Considerable knowledge of current educational techniques and practices relating to early childhood development.
  • Considerable knowledge of Americans with Disabilities Act (ADA) standards relating to educating children.
  • Considerable knowledge of Head Start/Early Head Start program accreditation requirements.
  • Skill in coordinating and selecting appropriate activities for young children and their parents both in the home and in the classroom.
  • Skill in planning and providing training to adults.
  • Skill in making presentations to groups.
  • Skill in verbal communication with pre-school age children.
  • Skill in resolving conflicts between pre-school age children.
  • Ability to plan, organize and conduct early childhood education programs.
  • Ability to oversee the work of subordinate staff.
  • Ability to assume a seated position on the floor, or a bent or kneeled position for extended periods of time.
  • Ability to collect, organize and evaluate data and develop logical conclusions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to prepare and maintain work related reports and files.
  • Ability to handle confidential information.
  • Ability to use a computer and related software.
  • Ability to follow established procedures.
  • Ability to administer CPR and First Aid.
  • Ability to implement safety procedures.
  • Ability to work effectively with others.
  • Ability to provide physical assistance in the transportation of special needs children.
  • Ability to lift up to fifty (50) pounds.
  • Ability to safely operate a motor vehicle.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in Early Childhood Education, a Social or Behavioral Science or Education, which included at least 18 semester hours in Early Childhood Education; and
Two years of experience in Head Start, Early Head Start, pre-school or kindergarten age children's education programs; one year of which must have been in a supervisory or team leading capacity; and
Possession of a valid Driver License.

REQUIRED DOCUMENTATION AT TIME OF APPLICATION

APPOINTING AUTHORITY REQUIRES

A Certification of Completion of an approved 10 hour Developmentally Appropriate Practices for Pre-Schoolders or Infant/Toddlers Course within six months of employment. A Certificate of Completion of a 30 hour Introductory Child Care Training Course or certificates of completion totaling 30 hours, which includes the following courses: 6 hours Child Growth and Development; 6 hours Behavioral Observation & Screening; 8 hours Health, Safety & Nutrition; 4 hours Identifying and Reporting Child Abuse and Neglect; and 6 hours Child Care Facility rules and Regulations within six months of employment. A Certificate of Completion of an approved 10 hour Special Needs Course within six months of employment. A State of Florida Child Care and Education Program Director Credentials within six months of employment. A National Credentials as a Child Development Associate for Infant/Toddlers (CDA) within one year of employment. Certification in First Aid and CPR within one year of employment. Background investigation and fingerprint identification prior to hiring.

CONCLUSION

OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
