MAJOR FUNCTION

Performs duties assisting with the coordination of services to pre-kindergarten children and conducts community outreach programs.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Establishes and conducts outreach and recruitment programs to ensure enrollment of eligible expectant parents.
  • Assists with development and implementation of strategies for achieving education and health objectives.
  • Conducts weekly, bi-monthly, or monthly home visits to provide prenatal and postpartum education to expectant parents.
  • Monitors the health status of the expectant parent to ensure that parent’s medical and nutritional needs are being addressed and met during pregnancy.
  • Refers expectant parents to appropriate services and agencies whose unborn has been diagnosed with special needs.
  • Develops and conducts staff/parent training/ education in the areas of pregnancy, breastfeeding, bonding, postpartum care, and infant care.
  • Organizes and maintains both manual and computerized health record keeping systems in accordance with federal standards regarding control and confidentiality.
  • Compiles data on expectant parents obtained through interviews and assessments with parents.
  • Writes narratives and statistical reports.
  • Acts as liaison between expectant parents and community agencies to link expectant parents with pregnancy resources in the community.
  • Encourages expectant parent participation as paid employees, volunteers or observers in Early Head Start activities such as program planning and classroom activities.
  • Refers expectant parents to community based family support programs.
  • Evaluates educational and health services with expectant parents to insure compliance with federal, state and local regulations.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of the laws and regulations governing education and health service for children with disabilities.
  • Working knowledge of developmental/child psychology.
  • Working knowledge of social services and community resources available for pre
  • kindergarten children and their families.
  • Working knowledge of human behavior and social problems.
  • Skill in the application of interviewing techniques.
  • Ability to work effectively with disabled children as well as others.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to develop and implement social service and basic education training programs.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in Human Services or a related field.

OR

Graduation from high school or possession of a GED Certificate; and
Four years of experience providing early childhood or infant and toddler social services.

    SPECIAL NOTE: (Limited Duration) The position to be filled is limited duration. The person hired receives all rights and benefits of the classified service except the right of tenure.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
