MAJOR FUNCTION

Performs duties assisting with the coordination of services to pre-kindergarten children and conducts community outreach programs.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Establishes and conducts planning and surveys of outreach and recruitment programs to determine training and services needed to ensure the program meets the needs of each child and family in the program and enrollment of eligible children.
  • Conducts individual education (professional development) plan meetings to determine services and training needed by delegate, contracted child care partners and grantee staff needed to meet the special needs of each child.
  • Monitors individual education (professional development) plans and the training plan for the delegate, contracted child care partners and grantee staff to assure that identified training and educational services are provided.
  • Refers staff for training events, conferences and workshops related to children with disabilities for placement in kindergarten and provides parent/ child transition services such as parent involvement, familiarity with school requirements and onsite visits.
  • Organizes and maintains both manual and computerized record keeping systems in accordance with federal standards regarding control and confidentiality.
  • Compiles data on training to ensure staff meets the needs of enrolled children and families.
  • Writes narratives and reports.
  • Acts as liaison between staff, parents, and participating agencies in planning and conducting training related to nutrition, health, mental health, disabilities, social services and educational services programs designed to assist in meeting the needs of children.
  • Encourages parent participation as paid employees, volunteers or observers in Head Start activities such as program planning and classroom activities.
  • Refers families of Head Start children to community based family support programs.
  • Assist supervisors with developing and implementing strategies for achieving education objectives through professional development plans and maintaining training records of Head Start/Early Head Start staff.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of the laws and regulations governing education and health service for children with disabilities.
  • Working knowledge of developmental/child psychology.
  • Working knowledge of social services and community resources available for pre
  • kindergarten children and their families.
  • Working knowledge of human behavior and social problems.
  • Skill in the application of interviewing techniques.
  • Ability to work effectively with disabled children as well as others.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to develop and implement social service and basic education training programs.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in Human Services or a related field.

OR

Graduation from high school or possession of a GED Certificate; and
Four years of experience as a Program Supervisor, Counselor, or Training Coordinator providing educational or social needs assistance in a social service agency.

    SPECIAL NOTE: (Limited Duration) The position to be filled is limited duration. The person hired receives all rights and benefits of the classified service except the right of tenure.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
