MAJOR FUNCTION

Performs duties assisting with the coordination of services to pre-kindergarten children and conducts community outreach programs.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Evaluates educational services in Early Head Start classrooms to insure compliance with federal, state and local regulations.
  • Develops and provides training and technical support and assistance to infant toddler caregivers and family child care providers, contracted sites and Early Head Start staff through a variety of approaches, which may include coaching, mentoring, consultation, training, train the trainer, and technical assistance.
  • Conducts monthly classroom observations, or as otherwise directed, in order to meet established standards.
  • Conducts training at the monthly Early Head Start parent meetings; researches, writes, and submits articles for the family newsletter; writes other narratives and reports as required.
  • Provides high quality early education services that promote the physical, social, emotional, cognitive and language development of infants and toddlers.
  • Establishes and maintains active participation in local early childhood committees to keep abreast with updates and research in Early Childhood Education.
  • Organizes and facilitates Early Head Start professional training events.
  • Maintains a high quality program through implementation of PITC, ITERS and FDCRS in assigned classrooms and family child care homes.
  • Orders classroom materials and develops resources for implementation within the classroom environment.
  • Ability to work independently and with diverse communities and support program staff.
  • Organizes and maintains both manual and computerized training systems in accordance with the Performance Standards and applicable procedures.
  • Encourages parent participation as paid employees, volunteers or observers in Early Head Start activities such as program planning and classroom activities.
  • Participates on interview panels in order to meet established standards.
  • Assists with the development and implementation of strategies for achieving education objectives.
  • Assists in inspecting Early Head Start Centers, family child care homes and contracted sites to insure compliance with health and safety requirements.
  • Attends and participates in meetings and training sessions.
  • Assists in collecting, organizing, evaluating, and developing logical conclusions based on data results.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of the laws and regulations governing education and health service for children with disabilities.
  • Working knowledge of developmental/child psychology.
  • Working knowledge of social services and community resources available for pre
  • kindergarten children and their families.
  • Working knowledge of human behavior and social problems.
  • Skill in the application of interviewing techniques.
  • Ability to work effectively with disabled children as well as others.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to develop and implement social service and basic education training programs.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in Early Childhood Education; and

A Certificate of Completion of an approved 10 hour Developmentally Appropriate Practices for Pre-Schoolers or Infant/Toddlers Course; and
A 30 hour Introductory Child Care Training Course; and
Possession of a valid First Aid certification; and
Possession of a valid CPR certification; and

OR

Graduation from high school or possession of a GED Certificate; and
A Certificate of Completion of an approved 10 hour Developmentally Appropriate Practices for Pre-Schoolers or Infant/Toddlers Course; and
A 30 hour Introductory Child Care Training Course; and
Possession of a valid First Aid certification; and
Possession of a valid CPR certification; and
Four years of experience as a Program Supervisor, Teacher, Social Worker, Case Worker, or Counselor providing educational or social needs assistance in a pre-kindergarten program or social service agency.

    SPECIAL NOTE: (Limited Duration) The position to be filled is limited duration. The person hired receives all rights and benefits of the classified service except the right of tenure.

     

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
