MAJOR FUNCTION

Performs duties managing and supervising the research and analysis of information to write reports in support of the development, evaluation, monitoring and implementation of comprehensive studies, plans, programs, and land development regulations.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Prepares and defines scope of work for proposed amendments, and/or Plan or Study implementation activities.
  • Coordinates preparation of Land Development Code Amendments that implement Community Plan Design Projects of Special Studies.
  • Coordinates the work of others to ensure implementation of Community Plan Design or Special Study Projects.
  • Develops timelines, monitors and reports progress toward completion of amendment development and adoption.
  • Serves as primary liaison between the County and stakeholder groups, citizens and other parties interested in Land Development Code amendment development or implementation.
  • Responds to inquiries from County Administration, elected officials, property owners and citizens regarding amendments.
  • Makes formal presentations at public meetings and hearings to the Board of County Commissioners, Planning Commission and community groups.
  • Reviews development proposals for consistency with adopted Land Development Code requirements, community-based planning or special study goals, objectives and design standards.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of comprehensive planning principles and practices.
  • Considerable knowledge of laws and regulations governing comprehensive planning.
  • Considerable knowledge of data collection methods and statistical analysis techniques.
  • Skill in the application of managerial techniques, including the performance evaluation process.
  • Skill in making presentations to groups.
  • Ability to proof own work and the work of others.
  • Ability to prioritize work.
  • Ability to work effectively with others.
  • Ability to communicate effectively both orally and in writing.
  • Ability to plan, organize, staff, direct, control and supervise the work of others.
  • Ability to collect, organize and evaluate data and to develop logical conclusions, reports and presentations.
  • Ability to use appropriate computer applications and supervise others in their use.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in urban or community planning; and
Four years of experience as a community planner; two years of which were as a community planning project leader for urban design projects.

OR

A Master's Degree from an accredited college or university with a major in urban or community planning; and
Three years of experience as a community planner; two years of which were as a community planning project leader for urban design projects.

OR

Graduation from an accredited four year degree granting college or university; and
Five years of experience as a community planner; two years of which were as a community planning project leader for urban design projects.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list.
