MAJOR FUNCTION

Performs a broad range of engineering, managerial and supervisory duties in a field or office setting.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Manages and supervises engineering operations and maintenance projects to include developing design utilizing AutoCad; collecting data; modeling; writing specifications; reviewing plans and updating using AutoCad; performing calculations; reviewing aerial and soil maps, survey and historical data; computing quantities; preparing estimates; preparing design contracts; recommending changes; preparing construction drawings; preparing permits; and inspecting consultants design work.
  • Manages infrastructure planning and development of design utilizing AutoCad, construction, operations, and maintenance of water, wastewater, and reclaimed water utilities projects to include developing scope, reviewing and approving plans; reviewing and approving work schedules; reviewing, approving and maintaining logs for submittal of material in accordance with specifications; performing cost analysis and feasibility studies; maintaining and developing documentation and correspondence; resolving conflicts at construction sites; reviewing claims submitted by contractors; investigating and resolving concerns and complaints; supervising inspectors; managing material testing; reviewing permit certifications; and performing interim and final inspections.
  • Evaluates consultant engineering proposals and assists in the consultant selection process.
  • Prepares construction drawings, specifications, plans and permit packages; prepares change orders and allowance authorization releases; performs studies to identify permit, equipment, material and personnel requirements; oversees consultant studies, analysis, design and construction work for compliance. 
  • Performs or supervises the inspection of water, wastewater, and reclaimed water projects to ensure compliance with plans, specifications and contract requirements.
  • Assists in the planning, research, and conduct of hydrographic, boundary, photogrammetric control, differential leveling, construction, satellite and conventional network control, utility location, topographic, right of way, environmental, and mapping surveys.
  • Supervises the work of professional and technical subordinate staff by scheduling, assigning and reviewing work, providing training and counseling and evaluating performance.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Extensive knowledge of civil, mechanical, electrical and environmental engineering principles and practices related to water, wastewater, and reclaimed water utilities..
  • Extensive knowledge of engineering design criteria and standards related to water, wastewater, and reclaimed water utilities.
  • Considerable knowledge of construction standards, methods and materials related to water, wastewater, and reclaimed water utilities.
  • Considerable knowledge of inspection techniques.
  • Considerable knowledge of coordinate geometry and design calculations.
  • Considerable knowledge of applicable computer operating systems and software including AutoCad.
  • Considerable knowledge of standard symbols used in engineering drawings and plans.
  • Considerable knowledge of environmental regulations and requirements.
  • Working knowledge of land surveying methods and practices.
  • Working knowledge of health and safety standards and procedures.
  • Working knowledge of permit requirements.
  • Working knowledge of applicable federal, state and local laws, ordinances, regulations and policies.
  • Working knowledge of testing and monitoring devices and techniques.
  • Working knowledge of purchasing and inventory procedures and practices.
  • Skill in the use of survey instruments and equipment.
  • Skill in testing materials and recording results.
  • Ability to read and interpret engineering drawings, specifications and contract documents.
  • Ability to plan, organize and supervise the work of others.
  • Ability to perform engineering calculations.
  • Ability to keep accurate field notes.
  • Ability to analyze data and develop logical conclusions.
  • Ability to identify discrepancies between work performed and specification.
  • Ability to communicate effectively both orally and in writing.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in Engineering; and
Four years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects, three of which must have been using AutoCad in the design of water, wastewater, and reclaimed water utilities systems.

OR

A current State of Florida Engineer Intern Certification; and
Four years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects; three of which must have been using AutoCad in the design of water, wastewater, and reclaimed water utilities systems.

OR

A Master's Degree in Engineering from an accredited college or university; and
Three years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects using AutoCad in the design of water, wastewater, and reclaimed water utilities systems.

OR

An Associate's Degree in an engineering related field from an accredited college or university; and
Six years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects; three of which must have been using AutoCad in the design of water, wastewater, and reclaimed water utilities systems.

OR

Graduation from high school or possession of a GED Certificate; and
Eight years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects; three of which must have been using AutoCad in the design of water, wastewater, and reclaimed water utilities systems.
