MAJOR FUNCTION

Performs and supervises engineering support and drafting duties in a variety of office and field activities.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Serves as Senior Engineering technician responsible for the monitoring of the New Source Performance Standard (NSPS) landfill gas (LFG) system wellfield.
  • Takes readings at the gas wells for pressure, temperature, oxygen per permit requirements.
  • Makes adjustments at individual wells as necessary to maintain permit levels.
  • Conducts re-monitorings as required to ensure well heads are in compliance and system is balanced.
  • Performs routine inspections of and maintenance on: gas wells, blowers, electric motors, flame arrestors, mist eliminators, valves, pneumatic pumps, etc.
  • Responds to system shutdowns/call outs during off hours.
  • Completes all reporting forms required by permit/regulations including but not limited to monthly gas well field monitoring, surface emission monitoring, and SSM (startup, shutdown, and malfunction) events.
  • Enters data into computer files and set up databases and performs calculations as necessary.
  • Maintains a copy of all on site data and reports and provides a copy to County Center staff for inclusion in regulatory agency reporting.
  • Troubleshoots gas system problems and recommends, coordinates and performs or oversees the performance of system repairs; Maintain parts and materials inventory for repairs.
  • Interacts with site engineering consultants on system operational performance issues and evaluations; Interacts with any future landfill gas energy recovery developer to ensure compliance with regulations and permits.
  • Maintains monitoring equipment (GEM 5000, etc) and performs equipment calibrations/upgrades as necessary.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of drafting and mapping techniques.
  • Considerable knowledge of surveying methods and devices.
  • Considerable knowledge of public works construction practices, procedures, methods, specifications, materials and equipment.
  • Working knowledge of the practices and methods of engineering as related to public works projects.
  • Working knowledge of public records law.
  • Working knowledge of cartographic standards.
  • Working knowledge of high school level mathematics.
  • Working knowledge of the use and calibration of engineering instruments.
  • Skill in the use of manual and computer aided drafting, mapping and blueprinting equipment.
  • Skill in the use of surveying instruments and devices.
  • Ability to read and understand aerial photos, blueprints, field survey notes, deeds, plats, parcel data, engineering plans and sketches.
  • Ability to record field notes, sketches, readings, and observations.
  • Ability to work effectively with others.
  • Ability to maintain records and prepare reports.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to communicate effectively both orally and in writing.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from high school or possession of a GED Certificate; and
Five years of experience in solid waste engineering support duties, two of which must have included landfill gas experience at a New Source Performance Standards (NSPS) landfill site.

OR

Graduation from an accredited four year degree granting college or university with a major in Engineering; and
One year of experience in solid waste engineering support duties which included landfill gas experience at a New Source Performance Standards (NSPS) landfill site.

OR

An Associate's Degree from an accredited college or university in an Engineering related field; and
Three years of experience in solid waste engineering support duties, two of which must have included landfill gas experience at a New Source Performance Standards (NSPS) landfill site.

OR

Graduation from high school or possession of a GED Certificate; and
Successful completion of a vocational or technical program in an engineering related field; and
Three years of experience in solid waste engineering support duties, two of which must have included landfill gas experience at a New Source Performance Standards (NSPS) landfill site.
