MAJOR FUNCTION

Performs administrative and supervisory duties operating, maintaining and inspecting water or wastewater treatment facilities to ensure compliance with permit specifications and provide high quality treatment of water and wastewater. 

 

DISTINGUISHING FEATURES

Employees in this class perform duties of considerable difficulty requiring considerable initiative and independent judgment under general direction.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive.   •  Supervises the work of subordinate staff by scheduling, assigning and reviewing work, providing training and counseling and evaluating performance.
  • Trains subordinate supervisors in all aspects of job duties and responsibilities to achieve unit and organizational goals.
  • Monitors and analyzes all aspects of water and wastewater plant operations and maintenance for compliance with permit specifications.
  • Conducts facility inspections with regulatory program enforcement officers, and with representatives engineering firms that conduct annual inspections for the bond-rating agencies to ensure compliance with permit specifications.
  • Prepares or reviews daily, weekly and monthly reports to ensure deviations from permit standards are properly documented through oral and written notification to regulatory agencies.
  • Coordinates with maintenance personnel to ensure that all non-functioning equipment is repaired and returned to service in a timely manner to minimize service delivery.
  • Develops, reviews and updates standard operating procedures for facility processes, safety, and emergency conditions to ensure proper and safe operation of facilities.
  • Assesses facility needs and prepares, or assists in preparing, technical specifications for operating equipment and services in accordance with all regulations and procedures pertaining to the procurement process.
  • Researches new equipment and systems to improve efficiency of plant operation. 
  • Monitors status of allocated funds for a water/wastewater treatment facility through regular review of expenditures.
  • Maintains custody of an electronic procurement card and makes purchases approved by management according to written guidelines.
  • Serves as the custodian of record for all fiscal assets located at a facility and conducts quarterly and annual in-house inventories to ensure that all inventoried items are accounted for.
  • Plans for and makes recommendations for short, intermediate, and long-term needs for input to the biennial budgeting process.
  • Oversees work performed by contractors, verifies that work is performed in accordance with contract terms and recommends payment of pay requests.
  • Evaluates, through visual observation and unit performance, the condition of all equipment and systems at a facility to anticipate repair/replacement needs, submits request for equipment replacement and follows up to ensure work is done prior to equipment or system failure.
  • Coordinates work and directs staff in establishing procedures to minimize impact of work on treatment processes.
  • Conducts and attends meetings to disseminate and receive information.
  • Provides timely and effective responses to customer complaints and administrative referrals relating to the water/wastewater treatment facilities.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Extensive knowledge of applicable laws and regulations governing water/wastewater treatment facilities.
  • Extensive knowledge of County and State regulatory reporting requirements.
  • Extensive knowledge of the principles, practices and methods of operation and maintenance of water/wastewater treatment facilities and associated equipment and systems.
  • Extensive knowledge of the principles and practices of chemistry and biological processes related to water/wastewater.
  • Considerable knowledge of the policies, functions, activities, service requirements, goals, and objectives of the department to which assigned.
  • Considerable knowledge of principals and practices of management.
  • Considerable knowledge of policies, rules and collective bargaining agreements governing personnel management.
  • Considerable knowledge of procurement policies, rules, and guidelines.
  • Working knowledge of budget process and procedures.
  • Ability to exercise sound judgment and provide clear direction.
  • Ability to prioritize and assign tasks for work completion and to enhance employees’ personal goals.
  • Ability to collect, organize, and evaluate data, and to develop and implement logical conclusions.
  • Ability to read and interpret construction documents and blueprints.
  • Ability to evaluate facility equipment and systems to initiate repair or replacement activity prior to unit or system failure.
  • Ability to respond to work under emergency conditions during crisis situations.
  • Ability to work routinely outdoors, without climate control, and in adverse weather conditions.
  • Ability to stand for extended periods.
  • Ability to routinely bend, twist, squat, kneel, push, pull, and exhibit a full range of movement.
  • Ability to lift 50 pounds and carry up a flight of stairs.
  • Ability to lift up to 60 pounds occasionally.
  • Ability to climb stairs and ladders, and perform physical tasks at heights of up to 35 feet.
  • Ability to safely perform gas cylinder change-out procedures while wearing SCBA equipment.
  • Ability to work in confined spaces while wearing appropriate safety equipment.
  • Ability to respond to after hour calls from the facility.
  • Ability to perform duties in a standby status.
  • Ability to work overtime as needed in various locations.
  • Ability to work effectively with others.
  • Ability to operate a computer and related software.
  • Ability to properly and safely operate a motor vehicle.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

 

Graduation from high school or possession of a GED Certificate; and

Possession of a valid State of Florida Wastewater Plant Operator "A" Certificate of License; and

Three years of supervisory experience; and

Possession of a valid Driver License.
