MAJOR FUNCTION

Performs general managerial/administrative duties in any of a large variety of departments and functions, with responsibility for planning, coordinating, supervising, budgeting and controlling assigned resources to achieve department/section objectives.

DISTINGUISHING FEATURES

Employees in this class perform resource or program management activities of more than average difficulty requiring reasonable initiative and independent judgment under general direction.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on the particular agency/division department to which they are assigned, individual employees may perform all or any of the duties described below.

  • Performs general management duties to include supervision of the Emergency Operations Center and associated buildings.
  • Manages and supervises personnel of diverse job functions to include electronics technician, multi-trades worker and administrative assistant; includes training, counseling, evaluating and disciplining.
  • Performs emergency management functions to include participation as a functional operations officer during actual emergencies and exercises.
  • Researches, develops and writes plans, standard operating procedures, operational guides and related publications.
  • Reviews, evaluates and approves emergency management plans and guides published by other organizations agencies and companies such as nursing homes and adult living facilities.
  • Interacts with the general public, private organizations and other government agencies by planning, organizing, and conducting meetings and forums to exchange ideas, develop plans and providing information relating to emergency management and disaster.
  • Oversees the periodic inventory maintenance and upgrade evaluations of the facility and all associated equipment and materials.
  • Manages the maintenance and periodic upgrades or replacement of technical equipment including hardware and software, communications, and power distribution systems.
  • Manages the emergency management purchasing and procurement system to include routine materials and special projects.
  • Develops budgets and monitors expenditures; including short and long range budget planning, monitoring account balances, and developing associated budget amendments and agenda items.
  • Manages various grants and the expenditure of funds.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of the functions, activities, requirements and objectives of the specific program/functional area to which assigned.
  • Skill in the application of supervisory techniques.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to use initiative, and exercise sound judgment.
  • Ability to communicate effectively orally and in writing.
  • May require specialized technical knowledge of a specific operational area, and demonstrated ability to perform and/or supervise specialized work in that area.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university; and

Two years of work experience in emergency management operations during actual emergencies or exercises.

OR

A Master's Degree from an accredited college or university; and

One year of experience in emergency management operations during actual emergencies or exercises.

OR

An Associate's Degree from an accredited college or university; and

Four years of experience in emergency management operations during actual emergencies or exercises.

OR

Graduation from high school or possession of a GED Certificate; and

Five years of experience in emergency management operations during actual emergencies or exercises.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
