MAJOR FUNCTION

Performs responsible and independent clerical-accounting and bookkeeping duties involved in the preparation, processing and maintenance of a variety of records and financial transactions. May supervise the activities of lower level Accounting Clerks.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on the particular agency, division, department to which they are assigned, individual employees may perform all or any of the duties described below.

  • Processes, records, balances and verifies a variety of accounting transactions; enters transactions into ledgers, journals and other record books, reconciles journal entries and bank statements; prepares periodic financial and statistical statements, reports and tabulations; develops and maintains status reports involving project expenditures.
  • Processes and coordinates payroll for a particular agency or department, including computation of all applicable deductions and issuance of checks; processes workmen's compensation and hospitalization claims and payments.
  • Receives, collects, processes and records payments and fees; may process payment information through a computerized accounting system; reviews questionable and/or unidentified payments for proper account application.
  • Performs customer account collection and credit functions to minimize delinquency; performs all necessary collection followup activities.
  • May perform supervisory duties, assigning and reviewing the work of lower level accounting clerks, and providing training, guidance, and assistance as needed to ensure timely and accurate completion of assignment.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of the principles and practices of accounting.
  • Some knowledge of the laws, rules and regulations controlling budgetary and fiscal record keeping.
  • Some knowledge and ability to use a computerized accounting system, if required.
  • Skill in public contact; in person and over the telephone, if required.
  • Ability to independently perform accounting tasks of considerable difficulty.
  • Ability to prepare complete and accurate accounting reports and statements.
  • Ability to supervise and coordinate the work of clerical staff, if required.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from high school or possession of a GED Certificate; and
Three years of experience in bookkeeping or financial record keeping; and
A passing score on a written test; and
A passing score on a data entry test at 100 gross keystrokes per minute with 90% accuracy.

OR

Graduation from an accredited four year degree granting college or university with a major in any business field; and
One year of experience in bookkeeping or financial record keeping; and
A passing score on a written test; and
A passing score on a data entry test at 100 keystrokes per minute with 90% accuracy.

OR

An Associate's Degree from an accredited college or university with a major in accounting; and
Two years of experience in bookkeeping or financial record keeping; and
A passing score on a written test; and
A passing score on a data entry test at 100 keystrokes per minute with 90% accuracy.

OR

Graduation from high school or possession of a GED Certificate; and
Successful completion of a vocational/technical program in bookkeeping or financial record keeping; and
Two years of experience in bookkeeping or financial record keeping; and
A passing score on a written test; and
A passing score on a data entry test at 100 keystrokes per minute with 90% accuracy.

OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
