MAJOR FUNCTION

Performs duties managing the analysis and development of contracts, bids, and requests for proposals.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Prepares and authors contract documents including Inter-local agreements, inter-department Letters of Understanding, Land Use Restriction Agreements, Promissory/Mortgage Notes and other documents related to multi and single family housing and related services pursuant to the HOME, CDBG, SHIP & NSP regulations.
  • Analyzes and evaluates awarded contracts for compliance with federal, state and/or County requirements.
  • Develops and enhances contractor performance through the provisions of oversight and technical assistance, as required.
  • Provides on-going monitoring and oversight of contract performance, prepares internal reports on results and issues corrective actions when needed.
  • Ensures the timely negotiation, execution, and routing of contracts through review and approval including authoring of BOCC agenda items for approval.
  • Assists with the development and implementation of contract administration plan and contract tracking system.
  • Provides recommendations to management on necessity for contract amendments or extensions and prepares necessary modifications including revision to scope of work, adjustments to project schedules, budget realignments, or notice of termination, as needed.
  • Represents the Department at pre-bid and pre-construction meetings and provides training and direction on federal wage determination and labor standard provisions.
  • Processes, verifies, and approves payment contract reimbursement requests and Davis-Bacon related projects payroll documents.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of County, State and Federal laws, guidelines and requirements governing contract structure, procedure and content.
  • Considerable knowledge of federal equal employment opportunity requirements as applicable to contracting.
  • Working knowledge of formats and styles used in legal documents.
  • Working knowledge of the principles and practices of accounting.
  • Ability to read, understand and interpret legal documents.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university; and
Two years of experience in the preparation or monitoring of contracts, six months of which must be relating to Federal or State affordable housing and community development programs (i.e. HOME, CDBG, SHIP, OR NSP).

OR

A Master's Degree from an accredited college or university; and
One year of experience in the preparation or monitoring of contracts, six months of which must be relating to Federal or State affordable housing and community development programs (i.e. HOME, CDBG, SHIP, OR NSP).

OR

Graduation from high school or possession of a GED Certificate; and
Four years of experience in the preparation or monitoring of contracts, six months of which must be relating to Federal or State affordable housing and community development programs (i.e. HOME, CDBG, SHIP, OR NSP).
