MAJOR FUNCTION

Performs technical duties designing, purchasing, programming, and maintaining a variety of software running on networked personal computers, mini computers and/or mainframe computers.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Resolves Level 1 through Level 3 trouble cases related to the County's enterprise VoIP network consisting of over 2,200 users, hundreds of VoIP network devices, wide area network circuits and channelized telephony circuits.
  • Actively manages, maintains and monitors the County’s enterprise VoIP network including routers, switches, Cisco Call Manager servers, Unity Voice Mail servers, IPCC Express Call Center servers and IPCC Enterprise Call Center environment.
  • Resolves VoIP network related problems caused by failing or failed WAN circuits, failing or failed telephony circuits, network hardware/software, cabling or power.
  • Trouble shoots and resolves call flow and routing to both the Public Telephone Network and internal end points.
  • Assists in resolving degraded voice quality, call center issues, call flow issues and voice mail issues.
  • Conducts technology research, provides recommendations to management, develops technical designs, and implements solutions in a large enterprise VoIP environment consisting of over 2,200 IP telephony end points and 1,800 voice mail accounts and hundreds of VoIP networking devices.
  • Engineers, updates and tests Hillsborough County's VoIP disaster recovery plan to ensure continutiy of County Government.
  • Evaluates, tests and applies all patches to ensure continuity of business by reducing downtime contributed to software/hardware bugs.
  • Trouble shoots issues with back up and restoration on Call Manager, Unity and IPCC implementations.
  • Ensures compliance and adherance with established project methodology.
  • Ensures project deliverables are produced in accordance with documentation standards and ensures project objectives are met.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Extensive knowledge of software applications installation, operation, testing, and maintenance methods and techniques.
  • Extensive knowledge of current computer hardware and software characteristics and features.
  • Considerable knowledge of systems analysis.
  • Considerable knowledge of operating system software.
  • Working knowledge of agency standards for hardware and/or software.
  • Working knowledge of computer technical publications and reference material.
  • Skill in communicating technical information to non-technical users.
  • Skill in systematic problem solving.
  • Skill in developing, reviewing and editing documentation.
  • Skill in the use of mainframe, mini or network hardware and software.
  • Ability to detect, analyze and solve routine hardware and complex software problems.
  • Ability to work effectively with others.
  • Ability to plan, organize, and supervise the work of others.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in a data processing field; and
Three years of experience in the maintenance and support of network and/or voice communications systems and infrastructure.

OR

A Master's Degree from an accredited college or university with a major in a data processing field; and
Two years of experience in the maintenance and support of network and/or voice communications systems and infrastructure.

OR

An Associate's Degree from an accredited college or university with a major in a data processing field; and
Four years of experience in the maintenance and support of network and/or voice communications systems and infrastructure.

OR

Graduation from high school or possession of a GED Certificate; and
Five years of experience in the maintenance and support of network and/or voice communications systems and infrastructure.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list.
