Summary Statement

The Family Services Program Manager (FSPSM) provides managerial oversight and supervision of service authorizations and behavioral health care for Medicaid managed children receiving Wraparound Care Coordination in Kent and Sussex counties. The FSPSM ensures children and families receive Plans of Care. The FSPSM maintains partnerships with community agencies and stakeholders. The FSPSM provides supervision activities to subordinates. The FSPSM provides coverage as necessary to the unit Program Manager and participates on various internal and external groups and committees.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.
  1.  Possession of a Clinical Social Worker License (LCSW), a Professional Counselor of Mental Health License (LPCMH) or a Licensed Marriage and Family Therapist (LMFT).

Essential Functions

  • Manages and directs the development of programs for children and families; Ensures programs conform with federal/state regulations and departmental goals and objectives.
     
  • Directs and participates in the development of strategic plans and overall goals and objectives for services for children and families.
     
  • Directs section's budget development; Submits to superior for inclusion in divisional budget; Oversees and monitors the use of approved program funds.
     
  • Evaluates program proposals in terms of long range goals and needs of targeted populations.  Directs the implementation of approved programs and ensures program objectives are met.
     
  • Reviews RFP's and grant applications for technical soundness and conformance to departmental goals and objectives.
     
  • Serves in an advisory capacity to community service organizations.
     
  • Determines staff training needs and provides directly or arranges for needed training.
     
  • Develops section's plans, goals and objectives and works with other section managers to integrate into an overall service plan.

Job Requirements

JOB REQUIREMENTS for Family Services Program Support Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Six months experience in developing policies and procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
