Summary Statement

This level assists the Warden with the daily operations of a correctional facility with an inmate population of more than 400 but less than 1,000.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Directs facility operations including overall management and administration of staff, offenders, equipment, and property of the correctional facility.
     
  • Plans, directs, coordinates and monitors the security operations of an institution ensuring polices, procedures, rules, and regulations are enforced.
     
  • Identifies and resolves institutional staff, program and/or operational problems consistent with departmental policy and procedures.
     
  • Receives and resolves employee grievances and complaints following departmental and institutional policies and procedures.
     
  • Regularly inspects facility for compliance with security and health procedures, regulations and requirements.
     
  • Interacts with a variety of agencies such as Probation and Parole, Courts, law enforcement, other correctional institutions, as well as inmates, public officials, visitors, media, family members of inmates, lawyers and legislators to resolve issues, modify or implement service programs.
     
  • Prepares and/or administers the budget.
     
  • Interprets applicable laws, policies, rules, regulations and operating procedures for employees and inmates; prepares directives on policies and operating procedures.
     
  • Supervises the preparation, development, and maintenance of official records and reports.
     
  • Investigates accidents, deaths and contraband seizures; collects and preserves evidence.
     
  • Responds to all disturbances and emergencies and takes immediate action to maintain order and avert crises, disturbances and riots at the facility.
     
  • Oversees the conduct of scheduled and unscheduled inspections of each duty shift to determine the security status of facility and overall effectiveness of programs.
     
  • Serves on departmental committees in various capacities. 

Job Requirements

JOB REQUIREMENTS for Deputy Warden I

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in developing and implementing correctional programs.
  2. Six months experience in correctional management which includes directing, coordinating and monitoring the daily operations of a correctional facility for security operations, administrative functions and institutional programs.
  3. Six months experience in developing and implementing correctional policies and procedures in support of an institution or agencys mission and objectives.
  4. Three years experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Additional Posting Information

Applicants may only apply if they are current permanent employees of the State of Delaware Department of Correction in a position covered by the Merit System who have completed their initial probationary period.

Employees in a  qualifying Correctional Officer (CO) series position will be eligible to retire after completing twenty-five (25) years of pension creditable State service, with at least twenty (20) of those years of pension creditable service in a CO series classified position at the time of retirement.
