Summary Statement

The Delaware Workforce Development Board (DWDB) seeks a Deputy Director. This is a non-merit, appointed position serving at the pleasure of the governor and the Board. The Deputy Director conducts deep analysis into the wide range of workforce development issues and provides the Executive Director specific, timely advice and recommendations on all aspects of the Workforce Innovation and Opportunity Act of 2014, with special emphasis on matters pertaining to the Individual Training Account policies and the Eligible Training Provider List.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Master Degree in Business, Behavioral Science or related field.
  2. Six months experience in using database software to enter and edit data in a database or run queries.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Conducts liaison activities on behalf of the Delaware Workforce Development Board (DWDB) with other state agencies to include, but not limited to Department of Labor, Delaware Economic Development Office, Office of Occupational and Labor Market Information, Department of Health and Social Services and others.
  • Serves as the primary point of contact for DWDB business services outreach.
  • Analyzes labor market information and other pertinent data to determine annual employer needs.
  • Develops the high demand occupation list and make recommendations to the board through the appropriate committee on provider renewals and/or terminations.
  • Uses labor market data, and local qualitative data to develop the high demand occupation ensuring scarce training dollars are correctly matched with employer needs and dislocated worker skills.
  • Coordinates closely with the One Stop operator to ensure techniques and procedures are in place to facilitate the exceeding of federal performance measures.
  • Acts as the eyes, ears, voice, and conscience of the Executive Director and the DWDB executive committee.
  • Attends high level sub-cabinet meetings to support the Delaware Department of Labor and DWDB.
  • Acts as the subject matter expert on the Workforce Innovation and Opportunity Act of 2014 and the Combined Federal Regulation to ensure the DWDB and One Stop Operator are complying with federal and state regulations and laws.
  • Conducts provider inspections to ensure state and federal dollars are effectively spent; training offered by providers is appropriate to the needs of employers and students; and training facilities and equipment are safe and skill appropriate.
  • Conducts detailed short range, intermediate, and long range planning in support of DWDB operations and the operations of the One Stop Operator.
  • Works closely with the state’s community college system to ensure the right mix of training programs for dislocated and adult workers are available.
  • Develops and enforces policies concerning Individual Training Account provider initial approval, and subsequent renewals.
  • Acts as the Executive Director in his/her absence.

  4. Knowledge of staff supervision acquired through coursework, academic training, or performing as a lead worker overseeing the work of others.
