Summary Statement

The incumbent directs, supervises and manages all Public Health Clinics in Delaware. This position: serves on the division’s Senior Leadership Team, represents the interests of DPH Community partners, multiple clinics and Child Development Watch programs statewide, leads DPH community-based population health efforts, works with many partners to support community mobilization and engagement to address determinants of health.

Essential Functions

  • Plans, directs and manages a comprehensive, community based service system state-wide for clients receiving behavioral health treatment services including mental health, substance abuse and gambling addiction; OR community health treatment services consisting of reproductive health, maternal and child health, TB, lead and immunization, WIC and community focused prevention programs.
     
  • Manages the integration of services to ensure clients moving from one provider to another receive a continuous system of care.
     
  • Establishes and oversees clinical operations and the delivery of services through administrative staff, ensuring consistency and conformance with all state and federal laws, rules, regulations, standards, policies and procedures.
     
  • Develops and implements programs, policies and procedures to meet client needs.
     
  • Manages contractual services; evaluates current services and operations to determine if revisions are necessary; recommends new and revised contracts.
     
  • Oversees and manages community based program budgets; plans and monitors allocations and expenditures involving state and federal funds.
     
  • Designs, reviews and revises quality assurance programs and methods of measurements for monitoring performance of programs; recommends corrective action plans to correct deficiencies and increase cost effectiveness.
     
  • Establishes short and long range program plans that integrate the role and responsibilities of each community based program into the overall mission of the Division.
     
  • Ensures management and administrative staff receive specialized training in delivery of treatment services to clients.
     
  • Serves on committees with relevance to the behavioral or community health system of care.
     
  • Develops and completes various reports in compliance with state and federal reporting standards.

Job Requirements

JOB REQUIREMENTS for Director of Community Health Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher.
  2. Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Three years experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  4. Three years experience in developing policies and procedures.
  5. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  6. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
