Summary Statement

Provide expert financial & technical guidance to State organizations & senior leaders in effective statewide internal controls, in accordance with industry standards.  Responsible for the preparation of the financial documents necessary for the timely and accurate formulation of the State’s Comprehensive Annual Financial Report (CAFR) and the Schedule of Expenditures of Federal Awards. Direct a Statewide validation of internal control functions; develop accounting & internal control policies & procedures; & monitor compliance with internal control recommendations on a Statewide-level.

Essential Functions

  • Approve First State Financial (FSF) journal entries.
  • Direct and provide oversight of the following:
    • Internal Control Reviews for State Organizations plans for the reconciliation processes, Purchasing cards, Capital Assets, and revenue and expense plans in accordance with developed internal control checklists.
    • Development and implementation of the internal review of First State Financials modules.
    • Preparation of the State’s Comprehensive Annual Financial Report (CAFR) including detail schedules and the Schedule of Expenditures of Federal Awards (SEFA).
    • Preparation of statements for the Department of Labor’s Unemployment Division.
    • Preparation and provision of trainings on internal controls and accounting processes to staff of State Organizations.
  • Develop strategies for the integration of FSF accounting systems and the reporting requirements.
  • Assist Director with planning relative to personnel, administrative functions, department mission; promotes a work environment of mutual respect, cultural sensitivity and cultural competency; may act as backup  to the Director of Accounting, when needed. 
  • Provide supervision to subordinate staff and develop training plans for staff to meet continuing education certification requirements.
  • Maintain compliance with State and Federal law and policies regarding confidentiality; and insure a safe and secure work environment.
  • Provide timely and responsive customer service to both internal and external customers.
  • Performs related work as required.

Job Requirements

JOB REQUIREMENTS for Assistant Director, Financial Reporting

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Possession of a CGFM or CPA certification.
  3. Three years experience in governmental or not-for-profit accounting which includes analyzing, recording and reporting financial transactions for government organizations and interpreting Governmental Accounting Standards (GASB), Financial Accounting Standards (FASB) and Generally Accepted Accounting Principles (GAAP).
  4. Three years experience in preparing or auditing financial statements such as balance sheets, statement of net assets, profit and loss statements, statement of revenues and expenditures and changes in fund balances.
  5. Three years experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  6. Three years experience in developing financial policies and procedures.
  7. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  8. One year experience communicating and collaborating with various levels of a public sector, not-for-profit organization in a professional, clear, and concise manner.
  9. Three years experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of a diverse team.
