Summary Statement

A class incumbent is responsible for administering the State's Summer Youth Employment Program and for promoting divisional employment and training programs.

Essential Functions

  • Oversees the operation of the State Summer Youth Employment Program:  monitors contracts; monitors and evaluates staff; maintains required statistical and employment-related records; regularly visits work sites across the state to ensure that the program is operating satisfactorily; ensures appropriate spending of funds; resolves staff and youth problems.
     
  • Performs Public Relations activities to foster the enrollment of youth into divisional employment and training programs:  make promotional presentations to various civic groups; provides information to the general public; obtains legislative support; recruits youth for various programs.
     
  • Organizes and coordinates activities in preparation for the summer youth programs: recruits and hires staff; reviews youth applications; sets up appropriate files and records.
     
  • Reviews all funding requests from community agencies/organizations and oversees the selection of service providers for the summer program; prepares contracts and other applicable documents.
     
  • Compiles data, prepare and submits applicable program reports; recovers unspent monies.

Job Requirements

JOB REQUIREMENTS for Employment and Training Youth Program Coordinator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  2. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in narrative report writing.
  5. Knowledge of program monitoring such as monitoring program activities and recommending alternatives, improvements, courses of action and other changes based on findings.
  6. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.

Conditions of Hire

Union:  As a condition of accepting employment, the person selected for this position shall join and pay dues to the labor organization or may, instead not join but pay a service fee no greater than the dues.  The labor organization has been elected by employees as their representative for collective bargaining and other work related purposes.
