Summary Statement

This position will report directly to the Division Director of Communications and provide administrative level communications services.  The incumbent in this position is responsible for managing the day to day operations of the Division of Communications which includes the 800 MHz and 700 MHz statewide radio transmitter and communications systems.

·         Manages and supervises the daily operations either directly or indirectly of the staff for the Division of Communications under the guidance of the Division Director.
 

·         Perform all duties as assigned by the Division Director in regards to projects, division direction and management of the Division.
 

·          Review trend analysis of system malfunctions, communications traffic and training programs and recommend changes as necessary.
 

·         Act as the liaison to other state agencies and municipalities to ensure that the division is providing customer satisfaction on a daily basis.
 

·         Reviews purchase orders and payment vouchers for services and equipment, supervises operations during system installation, testing and acceptance.
 

·         Develops plans and operating instructions for the Division Communications LAN Servers and equipment in order to maintain radio reliability for the systems.
 

·         Attends and evaluates vendor demonstrations, briefings and local and national conferences in order to expand knowledge of new communication techniques which have potential applications to user requirements.
 

·         Directs and manages budget construction, completing budget preparation forms and recommending budget priorities to the Director.
 

·         Assists the Communications Director in establishing a Division Strategic Plan.
 

·          Manages List Server Lists, 800 MHz Alert, 800 MHz User Group, Mid-Eastern APCO and Mid-Eastern APCO Officers.

Job Requirements

JOB REQUIREMENTS for Deputy Director of Communication

1.    Experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.

2.    At least five years experience in Public Safety.

3.    Experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

4.    Experience in using standard computer software programs for word processing, spreadsheets or databases.

5.    Knowledge of operational budgets and financial management which includes developing a budget, analyzing financial data and making long and short range plans and projections.

6.    Knowledge of emergency communication technology such as Land Mobile Radio.

7.    Knowledge of contract administration which includes overseeing the development and negotiation of contracts and bid specifications, managing bid openings; awarding and executing contracts.
