Summary Statement

The incumbent in this position will administer the health statistics and hospital discharge component of the Delaware Health Statistics Center. Duties include: supervising the compilation, analysis and interpretation of Delaware vital statistics and hospital discharge data for the purpose of responding to data requests, publishing legislatively mandated statistical reports and authoring special reports, developing and updating methodologies to improve the usefulness and timeliness of the state's health data, and representing the Center and Department on various committees.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in using statistical software such as SPSS or SAS.

Essential Functions

  • Directs the planning, developing and implementation of an integrated program of health statistics research, public health planning, health information marketing and health trend analysis.
     
  • Directs the collection, compilation, analysis and control of varied vital/health statistical data to provide efficient and effective data.
     
  • Directs the planning, development and maintenance of the computer system to meet the Unit's existing and future data processing needs.
     
  • Develops and implements policies and procedures with respect to the procurement, management and dissemination of data.
     
  • Interfaces with agency officials, state and federal government officials, direct service personnel, other state statistic's offices and the media in order to provide efficient and effective data.
     
  • Supervises the work of professional and clerical personnel.

Job Requirements

JOB REQUIREMENTS for Health Statistics Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
  2. Three years experience in conducting studies such as evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, polices and procedures.
  3. Three years experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  4. Three years experience in descriptive statistics such as the mean, median, mode or standard deviation.
  5. Three years experience in inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
  6. Knowledge of developing policies or procedures.
  7. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
