Summary Statement

Primary responsibilities for this position include recruiting qualified applicants for the position of Correctional Officer. The incumbent will attend job fairs and recruitment events and be involved in community outreach to attract potential applicants. The incumbent will work with Human Resources on recruitment process and support the Department’s EEO/AA plan. The incumbent will maintain working relationships with colleges, universities and communities. Responsibilities include developing strategies to attract applicants and retain employees within the Department of Correction.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in public relations, media relations or communication such as establishing and promoting a positive image with the public, informing or influencing specific audiences through the use of internal and external communications such as public forums, journalism, writing, marketing, advertising, promotions, or special events.
  2. Six months experience in leading strategic recruitment initiatives by utilizing direct and indirect recruiting efforts to attract and retain potential employees.

Essential Functions

  • Supervises and participates in the maintenance of discipline, order, security and housekeeping of assigned locations and/or unit.
     
  • Supervises and participates in periodic shakedowns of buildings, grounds and cell blocks to detect contraband or defects in the security system.
     
  • Observes inmate activities to detect unusual or prohibited behavior which may be a threat to the security of the facility or the safety of the inmate, other inmates, employees or visitors.
     
  • Implements prescribed policies and procedures, insures the enforcement of institutional departmental rules and regulations.
     
  • Conducts inspections of staff and monitors work of staff in assigned unit location.  Provides training to newly hired and experienced employees.
     
  • May supervise unit/location in areas such as the control of security gates, the visit room, the processing of new inmates, and the review of commitment, release or transfer and the documents during high activity shifts.
     
  • May supervise a shift of the K-9 specialty unit.
     
  • Prepares or supervises the preparation of shift changes, records and reports.

Job Requirements

JOB REQUIREMENTS for Correctional Sergeant
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least eighteen months experience as a Correctional Officer or equivalent experience.
  2. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).

Additional Posting Information

Incumbents working four or more hours of work between the hours of 6:00 p.m. and 8:00 a.m. the following day will receive 5% shift differential pay.

Employees in a Correctional Officer (CO) series position will be eligible to retire under the provisions of HB207 if they are employed as Hazardous Duty Level A-1 at the time of retirement, have completed twenty-five (25) years of pension creditable State service, and with at least twenty (20) of those years of pension creditable service as a CO series classified position as Hazardous Duty Level A-1.

Applicants may only apply if they are current permanent employees of the State of Delaware Department of Correction in a position covered by the Merit System who have completed their initial probationary period.

Appointees other than in-line promotions must successfully complete a Department training course in security and related areas prior to assignment.  This course is administered by the Department of Correction at the Employment Development Center.  Coursework includes physical, classroom and hands-on training.  Instruction is provided in the areas of inmate supervision, defensive tactics, riot control, weapons, report writing and emergency medical training.

Conditions of Hire

Union:  As a condition of accepting employment, the person selected for this position shall join and pay dues to the labor organization or may, instead not join but pay a service fee no greater than the dues.  The labor organization has been elected by employees as their representative for collective bargaining and other work related purposes.
