Summary Statement

 This position is responsible for planning, scheduling, coordinating, and overseeing a portion of DelDOT’s Project Development Program. Work includes project management from initial concept development through design, and coordination with construction.  Duties include supervision and technical development of engineering staff,  project design, plan preparation, project scheduling and budgeting.  This position also manages consultants including project assignment, oversight of work, design review, and monitoring of billings. Some project-related field work and travel is required.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
     
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
     
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
     
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
     
  • Tests or evaluates materials, equipment, systems and facilities.
     
  • Plans and coordinates engineering projects.
     
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
     
  • Develops cost estimates for project time and materials.
     
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer Program Manager I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province of territory of Canada.
  2. Six months experience as a project engineer in civil engineering which includes managing civil engineering programs and projects.
  3. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
